Naphtha leak may be root of BP Toledo refinery fire

Federal investigators are focusing on a release of naphtha within a crude unit as the likely cause of a September fire at BP's 160,000 b/d refinery in Toledo, Ohio, which resulted in the deaths of two workers.

A US Chemical Safety and Hazard Investigation Board (CSB) report says an examination of valves and interconnected piping associated with the unit's fuel gas mix drum is ongoing, based on information from refinery sources. Investigators have interviewed more than 80 people and plan to interview 20 to 30 more. Access to the unit has been restricted due to the presence of asbestos fibers, according to the report.

BP, the Occupational Safety and Health Administration (OSHA), the United Steelworkers International and Local 1-346 are conducting their own investigations into the incident.

The company has yet to comment regarding a time of restarting operations.

BP agreed in August to sell its 50pc stake in the refinery to joint venture partner Cenovus Energy for $300mn, with the deal expected to close later this year.
