Spain sharply lifts renewable hydrogen targets

Spain is aiming to nearly triple its 2030 electrolyser capacity target to 11GW, while it wants 74pc of hydrogen used in industry to be renewable by then, according to a draft document released by the country's ecological transition ministry.

The targets outlined in the draft national energy and climate plan are the most ambitious released so far for any EU country.

Spain had previously set a 4GW target for 2030 in its national hydrogen strategy from 2021. The "notable increase in ambition" since then reflects the high rates of growth of installed renewable energy capacity and an increasing interest from companies looking to produce green hydrogen and derivatives in Spain, the ministry said. According to the ministry, Spain accounted for 20pc of the renewable hydrogen projects announced globally in 2022, second only to the US.

The 11GW aim would be the highest for any EU country. Germany had so far set the most ambitious target with 10GW, although Finland — which has only published a renewable hydrogen production target so far — may require a similar amount of electrolyser capacity for its output goal of 1mn t/yr by 2030.

While it may be the EU's ambitious target, the 11GW goal may in fact still be modest considering Spain's renewable hydrogen project pipeline. Spain's minister for ecological transition, Teresa Ribera, said this month on Twitter that the portfolio of planned projects has a total capacity that would quadruple the initial 4GW target. The president of Spain's Extremadura region, Guillermo Fernandez Vara, earlier this year said that electrolyser capacity could reach 16GW by 2030.

Consumption target

The target for renewable hydrogen in industry could also be nearly tripled, according to the draft document.

The draft foresees that 74pc of overall industrial hydrogen used would have to be renewable. This would be up from just 25pc envisaged in the 2021 hydrogen strategy.

It would also far outstrip the 42pc target foreseen under the EU's revised renewable energy directive RED III.

According to the ecological transition ministry, Spain currently consumes around 500,000 t/yr of mostly grey hydrogen, which is produced from natural gas with unabated emissions. This means that the 74pc target would equate to around 370,000 t/yr, although overall consumption may rise in the coming years. Of the current consumption, 70pc is used at refineries, 25pc in chemicals production and the remainder in the metallurgical sector, the ministry said.

The operators of Spain's largest refineries have already announced large-scale renewable hydrogen production projects as they seek to decarbonise their operations, including BP, Cepsa and Repsol.

The document separately envisages that 11pc of all transport fuels would be either renewable fuels of non-biological origin, effectively meaning renewable hydrogen and its derivatives, advanced biofuels or biogas. This is up from just 2.5pc targeted in the country's 2020 national energy and climate plan.

In any event, 11GW of electrolyser capacity could allow for renewable hydrogen production of over 1mn t/yr, meaning that Spain could have ample spare supply to export elsewhere, even if it meets or exceeds its ambitious consumption targets. Spain stands to become a key supplier of renewable hydrogen to northwest Europe, both via ship and via pipeline.

Renewable power growth

Hydrogen project developers are hoping to bank on Spain's ample power generation capacity which has grown considerably in recent years.

The ministry expects that renewable sources will account for 50pc of Spain's electricity mix this year, with its installed renewable capacity having climbed above 70GW, thanks to more than 27pc growth in 2019-22.

According to the updated targets, the ministry aims to have renewable sources representing 81pc of electricity generation by 2030, revised up from a 74pc target set in 2021.

Also part of the new targets is a boost in production of biogas and biomethane, which is expected to double to 20TWh in 2030.

A consultation on the ministry's draft plan is running until September and the final document is to be sent to the European Commission by June 2024.

Pakistan loses EU GSP+ ethanol status

London, 20 June (Argus) — The European Commission today suspended Pakistan's Generalised Scheme of Preferences Plus (GSP+) status for imports of ethanol. The removal is effective from today, 20 June. A request was lodged in May last year by France, Germany, Spain, Italy, Hungary and Poland, who sought to activate Article 30 of the GSP Regulation, arguing that ethanol coming from Pakistan since 2022 has "caused a serious disturbance to the Union ethanol market". Under Article 30, the commission can "adopt an implementing act in order to suspend the preferential arrangement in respect of the products concerned". Pakistan was granted GSP+ status in 2014, and this expired at the end of 2023. The status was temporarily extended until 2027. The GSP+ grants reduced-tariff or tariff-free access to the EU for vulnerable low- and lower- to middle-income countries that, according to the EU, "implement 27 international conventions related to human rights, labour rights, protection of the environment and good governance". It fully removes custom duties on two-thirds of the bloc's tariff lines in Pakistan's case, including ethanol. Pakistan is a major supplier of industrial-grade ethanol to Europe, but it does not export fuel-grade ethanol. According to market participants, this is because production facilities in the country lack sustainability certifications such as the International Sustainability and Carbon Certification (ISCC) that are required for biofuels to qualify under the EU Renewable Energy Directive (RED) targets. Fuel-grade ethanol was not included in the bloc's measures. Several Pakistani market participants were hopeful the GSP+ status will remain in place, which has continued to support ethanol exports from the country to the EU ( see table ). But uncertainty has weighed on demand from Europe recently, suppliers said. A participant told Argus that Pakistani sellers may look to offer more into Africa to soften the drop in demand. Some European suppliers anticipated this outcome, and have already stopped importing from Pakistan. European renewable ethanol association ePure expressed concern about the decision to exclude fuel ethanol from the scope of the measures, noting this could open the door to unintended loopholes and weaken the overall effect of the safeguard efforts. ArcelorMittal halts DRI-EAF projects in the EU

London, 20 June (Argus) — Luxembourg-based steelmaker ArcelorMittal said it will not proceed with previously announced direct-reduced iron (DRI) and electric arc furnace (EAF) decarbonisation projects at Bremen and Eisenhuttenstadt in Germany. The company cited unfavourable policy and slower than expected progress in the energy transition — particularly the lack of commercially viable renewable hydrogen. The company initially planned to supply DRI from Bremen to the EAF in Eisenhuttenstadt after their construction. ArcelorMittal first announced the plans in 2021, projecting that the two sites could produce up to 3.5mn t/yr of steel using renewable hydrogen by 2030. The company initially planned to use natural gas for DRI production in Bremen and gradually switch to renewable hydrogen. But in November last year, the company said it was unable to take final investment decisions on building the DRI-EAF assets in the EU because of challenging energy, policy and market environments that were not moving in a favourable direction. The projects were slated to receive €1.3bn ($1.5bn) in subsidies from the German federal government, contingent on construction beginning by June 2025. Even with that support, the business case remains too weak, ArcelorMittal Europe chief executive Geert van Poelvoorde said. The company has formally notified the government it will not be taking the subsidies. "This decision underlines the scale of the challenge. As it stands, the European steel industry is under unprecedented pressure to stay viable — without factoring in the additional costs required to decarbonise," Poelvoorde said. It remains unclear what the company's decision means for its related partnerships with German utility RWE and US-based Plug Power. ArcelorMittal and RWE announced plans in 2022 to identify locations for electrolysis plants to supply renewable hydrogen to the steelmaker's Bremen and Eisenhuttenstadt sites, starting with a 70MW pilot facility by 2026. In a separate agreement in 2023, Plug Power committed to supply two 5MW electrolysers to utility SWB for ArcelorMittal's green steel feasibility project at Bremen. The company has urged the EU to accelerate enforcement of the carbon border adjustment mechanism, strengthen trade protections and implement the EU Metals Action Plan to restore the competitiveness of low-emissions steel. In May, ArcelorMittal confirmed its intention to invest €1.2bn in a new EAF at its Dunkirk site in France. Market participants suggest the company was delaying its DRI investments in Ghent, Belgium, and Dunkirk, but the steelmaker has yet to comment. The French government in 2023 approved an €850mn grant to ArcelorMittal to decarbonise its Dunkirk asset. ArcelorMittal's move comes as other steelmakers in Germany also reassess their decarbonisation timelines. Thyssenkrupp, for instance, has warned that its planned DRI plant in Duisburg — expected to switch from natural gas to hydrogen — may not be economically viable under current conditions. Germany plans €17,000/t e-SAF penalty

Hamburg, 20 June (Argus) — Germany is planning to impose penalties of €17,000 for each tonne that fuel suppliers fall short of their hydrogen-based synthetic aviation fuel (e-SAF) obligations, under a draft bill implementing the EU's revised Renewable Energy Directive (RED III). The draft, seen by Argus , allows for the penalty level to be adjusted in future. The EU's ReFuelEU Aviation legislation mandates e-SAF blending from 2030. Fuel suppliers must ensure that e-SAF makes up at least 1.2pc of their overall aviation fuel supply on average in 2030–31, with a minimum of 0.7pc each year. The share rises to 2pc in 2032, 5pc in 2035 and 35pc by 2050. Member states are required to set penalties at least twice the price difference between e-SAF produced from renewable hydrogen and conventional jet fuel. Reference prices published by the European Union Aviation Safety Agency earlier this year implied minimum penalties of €13,922/t. Germany's proposed €17,000/t penalty would significantly exceed that level. E-SAF can be produced using renewable or non-fossil low-carbon hydrogen, such as hydrogen from nuclear-powered electrolysis. The legislation also permits the direct use of hydrogen in aviation, although this is widely seen as a longer-term prospect. Germany had previously proposed its own national e-SAF quotas but scrapped those plans following the introduction of EU-wide mandates. Most planned e-SAF production facilities in Europe and globally remain in early development stages. Industry participants have repeatedly called for greater regulatory clarity — including on penalties — and additional support to unlock final investment decisions. BMWE legt RED III Entwurf vor

Hamburg, 19 June (Argus) — Das BMWE hat Verbänden am 19. Juni einen ersten Referentenentwurf zur Umsetzung der RED III vorgelegt. Diese sieht grundlegende Veränderungen zur Erfüllung der THG-Quote vor. Erste Preisindikationen steigen schlagartig. Um die auf EU-Ebene gültige dritte Fassung der Erneuerbare-Energien-Direktive (RED III) in deutsches Recht umzusetzen, hat das Bundesministerium für Wirtschaft und Energie (BMWE) einen Entwurf zur Anpassung des Bundes-Immissionsschutzgesetzes (BImSchG) vorgelegt. Unter anderem sieht der Entwurf vor, die Treibhausgasminderungsquote (THG-Quote) bis 2040 schrittweise auf 53 % zu erhöhen (siehe Grafik). Das bisherige Ziel war eine Quotenhöhe von 25,1 % im Jahr 2030. Auch der Pfad bis 2030 wurde leicht angepasst. Damit käme das Gesetz, wenn es in dieser Form umgesetzt wird, einer vielgeäußerten Forderung der Biokraftstoffindustrie nach, die sich für eine stärkere Quotenerhöhung eingesetzt hat. Infolgedessen melden erste Marktteilnehmer Angebote für Andere Zertifikate für das Verpflichtungsjahr 2026 in Höhe von 175 €/tCO2e. Für dieselben Zertifikate für 2025 werden 125 €/tCO2e geboten. Zusätzlich enthält der Entwurf einen Mechanismus, der im Falle einer Übererfüllung die Höhe der Quote im übernächsten Jahr erhöht. Ausschlaggebend ist dafür, ob die gesamte Quotenerfüllung in einem Jahr bereits ausreichen würde, um die Quotenhöhe des Übernächsten Jahres zu erfüllen. Darüber hinaus sieht der Entwurf vor, die Option zur zweifachen Anrechnung von als fortschrittlich geltenden Biokraftstoffen abzuschaffen und die Mindestquote zu erhöhen. Diese steigt dann bis 2030 auf 3 %. Zuvor lag das Ziel bei 2,6 %. Viele Marktteilnehmer haben gemutmaßt, dass die Doppelanrechnungsoption entfallen würde, um die benötigte Menge an Erfüllungsoptionen zu erhöhen. Auch welche Kraftstoffe zur Erfüllung der Quote genutzt werden können wird angepasst: So können keine Kraftstoffe auf Soja- oder Palmölbasis zur Erfüllung genutzt werden. Letzteres schließt auch Kraftstoffe aus Nebenprodukten der Palmölproduktion, allen voran Palmölmühlenabwasser (POME) ein. Dieses wurde in der Vergangenheit insbesondere genutzt, um die fortschrittliche Unterquote zu erfüllen, da es dank einer Sonderklausel trotz seiner Einstufung als fortschrittlich nur einfach zur Erfüllung der THG-Quote angerechnet werden konnte. Diese Regelung würde direkt ab Inkrafttreten der Gesetzesänderung wirksam werden. Die Anrechnungsgrenzen für futtermittel- und abfallbasierte Kraftstoffe werden ebenfalls angepasst: Während das Limit für futtermittelbasierte Produkte bis 2030 von 4,4 % der in Verkehr gebrachten Energiemenge auf 3 % reduziert wird, steigt das Limit für abfallbasierte Produkte wie Altspeiseöl (UCO) bis 2039 von 1,9 % auf 2,8 %. Zusätzlich wird eine Mindestquote für erneuerbare Kraftstoffe nicht-biogenen Urpsrungs (RFNBO) eingeführt. 2026 beträgt der energetische Mindestanteil 0,1 % und soll bis 2040 auf 12 % steigen. Zu den RFNBOs gehören unter anderem synthetische Kraftstoffe wie eFuels (PtL, Power-to-Liquid) und Grüner Wasserstoff. Der Entwurf erweitert den Geltungsbereich der THG-Quote außerdem auf den Luftverkehr. Bisher galt hier eine gesonderte Quote für erneuerbare Kraftstoffe. Darüber hinaus unterliegt nun auch der Seeverkehr der THG-Quote. In der Seefahrt genutzte Kraftstoffe, die im Straßenverkehr anrechenbar wären, können hierbei jedoch nicht für die Erfüllung genutzt werden. Damit soll vermieden werden, dass Unternehmen die Erfüllung ihrer Verpflichtung komplett vom Straßenverkehr auf die Seefahrt umwälzen. Der Entwurf sieht außerdem vor, dass erneuerbare Kraftstoffe nur noch angerechnet werden können, wenn Vor-Ort-Kontrollen der Produktionsstätten durch staatliche Kontrolleure ermöglicht werden. Dies soll das Betrugspotenzial bei der Anrechnung von Biokraftstoffen mindern. Der Entwurf liegt nun den Branchenverbänden vor. Ein Mitglied des Umweltausschusses erklärte am 4. Juni im Rahmen einer Podiumsdiskussion, dass der Entwurf nach Anpassung an eventuelle Verbandsvorschläge im Oktober dem Parlament zur Debatte vorgelegt werden soll und idealerweise zum 1. Januar 2026 in Kraft treten soll. Der Referentenentwurf sieht vor, dass die Änderungen an der THG-Quote mit Beginn des neuen Verpflichtungsjahres in Kraft treten. Dies soll Marktverwerfungen verhindern, für den Fall, dass die Gesetzesänderung innerhalb eines Verpflichtungsjahres in Kraft treten sollte.
