South American LPG importers hit by Panama delays

Restrictions at the Panama Canal owing to drought resulted in limitations to transit capacity in recent weeks, writes Amy Strahan

Delays and draft restrictions at the Panama Canal as a result of a drought hampered shipments of US LPG to South America in August, spurring concerns from buyers over shipping costs and inventories in certain countries.

About 221,400t of US LPG in total was exported to Peru, Ecuador and Chile in August, down from 350,500t a year earlier, data from oil analytics firm Vortexa show. A drought in Panama and low water levels at the key Gatun Lake that feeds the canal led canal authority ACP to limit transit capacity at its new and older locks in late July to avoid further draft restrictions. But conditions failed to improve last month during the country's rainy season, so the authority extended restrictions until 2 September.

Booking slots for larger vessels were reduced to 10 and for smaller vessels four during this period. The limited availability of slots prompted one LPG trader to pay as much as $2.4mn for a late-August transit.

Record waiting times at the Neopanamax locks for larger vessels of 18 days northbound and 20 southbound last month forced Peru's energy ministry to allow its LPG distributors to dip into supply reserves as the delays and maintenance at the Pisco fractionator pared supplies. Additional propane output from state-owned PetroPeru's new FCC unit at its Talara refinery would come after it started up in late August, the ministry said last month.

Waiting times eased at the end of the month to five days and four days northbound and southbound, respectively, but this did little to improve costs for imports to South America. US Gulf coast fob large cargoes rose to 15.5¢/USG premiums to Mont Belvieu hub prices from 7.25¢/USG premiums in August as a widening US-Asia LPG arbitrage and limited cargo availability lifted offers. A Chilean importer in late August issued a tender to buy two mid-sized cargoes for delivery in October, but this was unlikely to have been awarded given rising spot prices, market participants say.
