Brazil power sector stalls on transmission tender

Brazilian research bureau EPE's semi-annual assessment of power transmission expansion predicts great potential, but the debate surrounding a new tender for access to transmission lines seems to have stagnated.

EPE's assessment forecasts a 14,600km (9,072-mile) expansion of transmission lines, with investments totaling over R56.2bn ($11.4bn) by 2038. But the power market waits for a resolution regarding the creation of a tender to access transmission lines, which was brought up in a 2022 public consultation that was never followed up upon. For many market participants the need for the mines and energy ministry (MME) to move forward on the matter is key, as it created expectations in the sector after the consultation.

Grid operator ONS has repeatedly said that a transmission line access tender would be the most efficient solution to the issue of lacking transmission capacity — not only financially but also because it could be implemented more quickly than other options, such as building even more transmission lines. And power generation expansion still faces challenges such as projects that have little chance of coming to fruition taking up future transmission line commitments, according to Ricardo Barros, a vice-president at solar power association (Absolar).

The development of a transmission line access tender is a structural response to the issue of generation projects multiplying quicker than transmission capacity — which is expected, as transmission lines are only built once there is generation capacity lined up to use them — according to wind power association Abeeolica's president Elbia Gannoum. Creating a tender would make the process of connecting generation to transmission more competitive, but there is still no forecast for when MME will address this, she said.

There are some within MME who want to move forward with power sector demands such as the transmission tender, one source told Argus, but they have found resistance from other colleagues. Recent changes to the ministry's staff might make this process easier, they said.

The issue with current mechanisms for accessing transmission lines originated from a "gold rush" to avoid the end of renewable generation subsidies that resulted in 150GW of authorized projects over a four-year period — an amount of energy that the Brazilian transmission system could not absorb. The queue organized projects by when they were approved, leaving many viable projects stuck behind those that could not find customers. To resolve this, Aneel cleared the queue of projects that could not move forward and forgave fines in July.
