EU elections allow workable majority for climate plans

The result of the European Parliament election appears to allow a workable majority for parties that voted through the EU's 2030 climate and energy strategy.

Provisional results show the largest group, the centre-right EPP, gained nine seats to 185, strengthening the position of European Commission president Ursula von der Leyen in her bid to be re-elected.

The EPP, centre-left and liberal parties could form a majority, with more than 400 of the 720 seats. This is without the Greens, which lost 19 seats to take them down to 52. They called for other "democratic" parties to work constructively to "stop far-right forces from gaining power". Green lead candidate Bas Eickhout said the EPP and liberal Renew groups should "boost efforts to drive the Green Deal forward as the economic engine for Europe's economy".

The Green Deal, a set of climate and energy legislation adopted during by the previous parliament, establishes a goal to reduce greenhouse gas (GHG) emissions by 55pc, compared with 1990 levels. It is unclear when and in what form new further legal measures come to achieve net GHG cuts of at least 90pc by 2040, as outlined in a commission strategy document.

The newly constituted parliament's first plenary takes place in Strasbourg on 16-19 July, with members to choose the next parliament president and vice-presidents and to decide on committees. After EU leaders decide on a new commission president, the plenary must approve that choice along with the 27 commissioners that take office by the end of the year.

A new commission, even if headed again by von der Leyen, may have to contend with a changing European political landscape over the course of the coming five-year term. French President Emmanuel Macron has called for national assembly elections on 30 June and 7 July following strong gains in EU elections by the far right, euro-sceptic National Rally party. In Germany the far right AfD came in second in the EU poll, beating chancellor Olaf Scholz's centre left SPD, although an election is unlikely there before the second half of 2025. And political parties in Belgium are again entering coalition talks after a general election.
