IMO adopts new Arctic waters ECA

The International Maritime Organisation's (IMO) approved the designation of the Canadian Arctic and the Norwegian Sea as Emission Control Areas (ECAs) for nitrogen oxides (NOx), sulphur oxides (Sox) and particulate matter (PM), effective 1 March 2027.

The approval occurred during the 82st Marine Environment Protection Committee (MEPC) meeting taking place this week in London.

The proposal of the designation was first presented in March during the 81st MEPC meeting by Canada and Norway. Today's proposal was presented following research conducted by a technical group.

In ECA-designated waters, vessels are required to burn marine fuel with 0.1pc sulphur maximum content, usually marine gasoil (MGO). Thus, ships cannot burn very-low sulphur fuel oil (VLSFO) or high-sulphur fuel oil (HSFO) with maximum sulphur content of 0.5pc and 3.5pc, respectively.

The Baltic Sea, the North Sea, the English Channel, and the territorial waters of the US and Canada are already designated as ECAs. The Mediterranean will become an ECA starting on 1 May 2025.

On Monday, the International Council on Clean Transportation (ICCT) defended a proposed designation of the North Atlantic Ocean as an ECA during the MEPC meeting.
