Brasil busca leilão de hidrovias e terminais portuários

O governo federal planeja uma série de leilões de terminais portuários e hidrovias para 2025, totalizando R$8,5 bilhões.

O Ministério de Portos e Aeroportos e a Agência Nacional de Transportes Aquaviários (Antaq) serão responsáveis pelos leilões, buscando parcerias público-privadas (PPPs) que aumentarão a eficiência e expandirão as opções de transporte do país. O Brasil espera realizar 21 leilões e uma concessão em 2025.

Muitas áreas do país carecem de infraestrutura adequada para o transporte de grãos e fertilizantes e são altamente dependentes do transporte rodoviário para o fluxo de carga.

Portos

PAR14: O terminal do porto de Paranaguá, no Paraná, movimenta e armazena granéis vegetais sólidos, como soja, farelo de soja, açúcar, trigo e milho. O leilão está programado para o primeiro trimestre de 2025, com um investimento estimado de R$529,2 milhões e uma concessão de 35 anos. O terminal terá capacidade para movimentar 6,8 milhões de toneladas (t)/ano.

PAR15: Esse outro terminal de Paranaguá se concentra na movimentação e armazenamento de granéis vegetais. O projeto prevê investimentos de R$293,2 milhões e terá capacidade para movimentar 4 milhões de t/ano. O período de concessão será de 35 anos e o leilão está programado para 21 de fevereiro.

PAR25: Outro terminal em Paranaguá voltado para a movimentação e armazenamento de granéis vegetais. Com capacidade para movimentar 4,3 milhões de t/ano, espera-se que os investimentos cheguem a R$564,1 milhões. O terminal será concedido por 35 anos e o leilão está programado para o segundo trimestre.

MCP01: Localizado no porto de Santana, no Amapá, movimenta granéis sólidos vegetais, especialmente madeira. O terminal foi objeto de um leilão realizado em 2018, mas nenhuma proposta foi apresentada e o projeto foi reavaliado. Um novo leilão está programado para o segundo trimestre, com investimentos esperados de R$84,6 milhões e um período de concessão de 25 anos.

VDC29: Um terminal no porto de Vila do Conde, no Pará, com um investimento estimado de R$716 milhões. Terá capacidade para movimentar 7 milhões de t/ano, com foco na movimentação e armazenamento de granéis vegetais sólidos, especialmente soja e milho. O leilão está programado para o terceiro trimestre, com um prazo de concessão de 25 anos.

POA26: No porto de Porto Alegre, no Rio Grande do Sul, será usado para movimentar e armazenar granéis sólidos vegetais e minerais. O período de concessão será de dez anos, com investimentos estimados em R$21,1 milhões. O leilão está programado para o terceiro trimestre.

SSB01: O leilão desse terminal no porto de São Sebastião, em São Paulo, está programado para o quarto trimestre. O prazo da concessão será de 35 anos, com um investimento de R$544,8 milhões. Seu foco será a movimentação e o armazenamento de granéis sólidos vegetais e minerais, com uma capacidade estimada de 4,3 milhões de t/ano.

IQI16: O terminal está localizado no porto do Itaqui, no Maranhão, com um leilão programado para o quarto trimestre. A área será dedicada ao armazenamento e movimentação de granéis minerais sólidos, especialmente fertilizantes. O período de concessão será de 25 anos, com um investimento estimado em R$63,9 milhões.

Canal de acesso aos portos de Paranaguá e Antonina: O projeto de concessão da infraestrutura de acesso aquaviário aos portos do estado do Paraná é inédito no Brasil. O Capex é estimado em R$1,1 bilhão, com um prazo de concessão de 25 anos. O leilão está programado para o segundo trimestre. A concessão abrangerá as funções de administração portuária relacionadas à gestão da infraestrutura, expansão, manutenção e operação do canal de acesso aos portos do Paraná.

Hidrovias

Hidrovia do Rio Madeira: Importante para o transporte de grãos e combustíveis, tem uma extensão navegável de 1.075 km, ligando a cidade de Porto Velho, em Rondônia, a Itacoatiara, no Amazonas. A Hidrovia do Madeira movimentou mais de 10 milhões de t em 2023, mas pode movimentar mais de 25 milhões de t/ano, de acordo com a Antaq. Os termos do projeto de concessão ainda estão sendo desenvolvidos e o leilão está programado para o segundo trimestre, com um prazo de 10 a 20 anos.

Hidrovia do Paraguai: A hidrovia é importante para o transporte de minério de ferro e soja. Tem 1.323 km de extensão e vai da cidade de Ponta Porã, em Mato Grosso do Sul, até a cidade de Cáceres, em Mato Grosso. A via movimentou mais de 7 milhões de t em 2023, com potencial para atingir mais de 25 milhões de t/ano, de acordo com a Antaq. A hidrovia também conecta o Brasil à Argentina, Uruguai e Paraguai. O modelo de leilão também está sendo desenvolvido e está programado para o quarto trimestre. O período de concessão seria de 10 a 20 anos.

Updates with changes throughout New York, 12 June (Argus) — President Donald Trump's administration plans to release draft biofuel blend mandates for 2026 and 2027 on Friday, according to three people familiar with the matter. The draft quotas, in addition to a separate final rule cutting cellulosic biofuel mandates for last year, exited White House interagency review on Wednesday, the last step before major regulations can be released. The Trump administration has meetings with legislative stakeholders on Friday morning ahead of the public release, three people said. Previously scheduled meetings through the end of the month as part of the interagency review process appear to have been cancelled, another signal that the rules' release is imminent. The Environmental Protection Agency (EPA) has said it wants to get the frequently delayed Renewable Fuel Standard program back on its statutory timeline, which would require volumes for 2027 to be finalized before November this year. Any proposal will have to go through the typical public comment process and could be changed. EPA said the rules will be posted on its website once they are signed by Lee Zeldin, the agency's administrator. A coalition of biofuel-producing groups and feedstock suppliers, including the American Petroleum Institute, has pushed EPA to set a biomass-based diesel mandate of 5.25bn USG for 2026, hoping that a record-high target will support biorefineries that have struggled this year. Many plants have idled or run less recently, as uncertainty about future blend mandates, the halting rollout of a new clean fuel tax credit, and tariffs that up feedstock costs all hurt margins. US senator Chuck Grassley (R-Iowa) said Thursday that closed biodiesel plants in his state needed a 5.25bn mandate to reopen. Meanwhile, a coalition of independent and small refiners that have long lamented the costs of the program wrote to EPA this week asking for less-aspirational future mandates, including for the conventional category mostly met by corn ethanol. RIN markets were volatile today, trading higher in the morning before slipping lower on fears the mandates would not meet industry expectations. Current year ethanol D6 RINs traded as high as 99¢/RIN before falling as low as 90¢/RIN. Current year biomass-based diesel D4 RINs ended Thursday at 102.5¢/RIN, equal to their close the prior day. Small refinery exemptions loom Zeldin told a House subcommittee last month the agency wanted "to get caught up as quickly as we can" on a backlog of small refiner requests for program exemptions. Courts took issue with EPA's exemption policy during Trump's first term and again during President Joe Biden's tenure, leaving officials now with dozens of waiver requests covering 10 compliance years still pending. It is unclear whether the rule will provide much clarity on EPA's plans for program waivers, but biofuel groups have worried that widespread exemptions would curb demand for their products. The price of Renewable Identification Number (RIN) credits used for program compliance have been volatile this year on rumors about these exemptions, which EPA has called market manipulation. In both the Trump and Biden administrations, EPA estimated future exempted volumes when calculating the percentage of biofuels individual refiners had to blend, effectively requiring those with obligations to shoulder more of the burden to meet high-level volume targets. The agency could continue that approach, but it would be more legally treacherous for the agency to similarly "reallocate" exempted volumes from past years into future standards, lawyers said. EPA by law also has to consult on exemption decisions with the Department of Energy, which a person familiar said was "still going through the scoring process" for assessing some small refinery applications, making quick resolution of the issue unlikely. Unresolved court cases, including a Supreme Court case about the proper venue for small refinery waiver disputes, could also give regulators pause until they know more. Tax credit clarity expected soon Senate committees this week have been releasing their versions of key parts of the major Republican spending bill, and the Senate Finance Committee is expected to do so soon, potentially as early as Friday according to people familiar. The incentive is crucial for biofuel production margins and thus for the viability of EPA mandates too. The version that passed the House last month would extend the "45Z" clean fuel production credit through 2031, bar regulators from considering indirect land use emissions, and restrict eligibility to fuels from North American feedstocks. While various ideas have circulated this year, lobbyists expect the Senate to preserve the general structure of the credit, which throttles benefits based on carbon intensity, rather than reinvent a new subsidy. Still, some Republicans have expressed concern with the House's phaseout of tax credit "transferability", which benefits smaller companies without much tax liability. And major oil refiners with renewable diesel plants reliant on Asian used cooking oil and South American tallow have lobbied for more flexibility around foreign feedstocks. Any changes that up the credit's costs could be controversial too among conservatives worried about the bill's impacts on a mounting federal budget deficit. And the complex tax credit will ultimately need final regulations from the US Department of Treasury clarifying eligibility. At a Senate hearing Thursday, Treasury secretary Scott Bessent said that the Trump administration planned to implement the credit in a way to "not allow for foreign actors to have a back door into the program." Deals were struck shortly after at 98¢/RIN and 99¢/RIN, with seller interest at one point reaching 100¢/RIN — well above a 95.5¢/RIN settle on Wednesday. Biomass-based diesel D4 RINs with concurrent vintage followed the same path with sellers holding ground as high as 107¢/RIN. Indonesia seeks stronger potash trade with Belarus

London, 12 June (Argus) — Indonesia is looking to improve trade flows of potash with Belarus after a meeting last week between Indonesian foreign minister Sugiono and the Belarusian ambassador to Jakarta. Sugiono intends to enhance "co-operation in potash" with Belarus to support the Indonesian government's goal of "achieving national food security", the foreign ministry said in an official statement. Belarus is one of the world's largest exporters of potash fertilizer. State-owned producer Belaruskali exported more than 10mn t of potash last year. Indonesia is the largest importer of potash in southeast Asia and applies most of the fertilizer to the country's large palm oil plantations. Indonesia sourced almost a fifth of its total MOP imports from Belarus last year. Indonesia imported 245,000t of MOP from Belarus last year, in addition to roughly 406,000t of MOP from Uzbekistan, the majority of which is likely to be from Belarus, GTT data show. In the first four months of this year, MOP imports from Belarus and Uzbekistan totalled about 331,000t. Indonesian president Prabowo Subianto has outlined food security as a core objective of his government. Since coming to power in October, his administration has introduced plans to increase agricultural output by converting some of the country's swamplands into rice fields. EU adopts new Russia, Belarus tariffs

Brussels, 12 June (Argus) — The EU has now formally adopted new tariffs on remaining Russian and Belarus agricultural products, as well as on a range of fertilizers. The regulation, implementing the tariffs, enters into force on 1 July. EU officials estimate the new agricultural tariffs cover up to 15pc of Russian agricultural exports to the EU in 2023. The EU would, from 1 July, place an additional 50pc tariff customs duty based on value on over 145 CN codes. Goods covered include animal, dairy, live trees and other plants, coffee and meat as well as various animal fats and plant oils, including palm and palm kernel oil. The implementation of tariffs is to take place over three years for nitrogen-based and compound fertilisers. The new tariffs add an additional €40/t on imports of most nitrogen fertilizers — including urea, amsul, AN, CAN, and UAN — from Russia and Belarus, beginning on 1 July. They also add €45/t to the import of DAP, MAP, NPKs, NP and some other grades. The new tariffs are additional to already-existing import tariffs to the EU. For most grades from Russia these import tariffs are set at 6.5pc. From 2026 until 2028 the rates increase to reach levels of €315/t and €430/t respectively for the two product groups. The legal text also foresees immediate application of the highest rates, if cumulative imports exceed 2.7mn t in 2025-2026, 1.8mn t in 2026-2027, or 0.9mn t in 2027-2028. The European Parliament adopted the additional tariffs last month. Like EU states, parliament confirmed the commission's legal proposal, leaving unchanged the rates and phase-in period of tariffs proposed by the commission at the end of January. India’s RCF receives DAP offer, NFL issues DAP tenders

London, 12 June (Argus) — Indian fertilizer importer RCF received one offer at $781/t cfr under its tender to buy 50,000t of DAP, which closed today, and fellow importer NFL will close tenders to buy DAP on 13 and 16 June. Trading firm Indagro submitted the only offer in RCF's tender. RCF had sought offers for black, brown or white DAP for shipment from the load port by 10 July and delivery to the east coast of India from its memorandum of understanding (MOU) suppliers. Indagro also submitted an offer at $779.90/t cfr in Indian importer Hurl's tender to buy DAP, which closed on Wednesday, alongside fellow trading firm Hexagon, which offered at $774.93/t cfr. NFL seeks DAP in tenders NFL is seeking offers for 25,000-50,000t of black, brown or neutral-coloured DAP in a tender closing on Friday. It wants the cargo to ship from the load port by 30 June for delivery to India's west coast. Offers are to be valid until 18 June. It has also issued a tender to buy 25,000-50,000t of DAP, closing on 16 June. It wants the cargo to ship from the load port by 31 July, also for delivery to India's west coast. Offers are to be valid until 20 June. Both tenders are open to NFL's MOU suppliers. The cargoes in both tenders are to be priced for payment at sight.
