US may exempt coffee, other ags from tariffs: Lutnick

The US may exempt agricultural products not grown in the country — such as coffee or cocoa — from tariffs, commerce secretary Howard Lutnick said this week, which may benefit Brazil.

"If a country produces something we don't, it can enter at zero [tariffs]," Lutnick said in a broadcast interview on CNBC on Tuesday. He mentioned coffee, cocoa, mangoes and pineapples as examples of products that can be exempt but did not mention any specific country.

Among its many agricultural exports to the US, Brazil is the largest exporter of coffee to the US, shipping around 8.1mn 60kg bags of coffee in 2024 — 34pc of the US' total coffee exports, according to Brazil's coffee exporters' council Cecafe. Brazil also exports 13pc of its cocoa production to North America, according to investment bank Itau BBA.

US president Donald Trump's administration since 5 April has been charging a 10pc extra "Liberation Day" tariff on most imports from nearly every foreign trade partner, with energy commodities and critical minerals largely exempted. Higher rates are supposed to go into effect on 1 August if new deals are not signed, which could include a 50pc tariff on Brazilian imports Trump threatened in July in retaliation for the government's prosecution of former president Jair Bolsonaro.

Brazil is looking to open negotiations with the US regarding the tariffs, according to finance minister Fernando Haddad while eight Brazilian senators are in Washington to try to open talks with US congressmen. Brazil's vice-president Geraldo Alckmin — who also acts as the trade and industry minister — has also held meetings with US businesses to discuss the US tariffs.

"We are working to reduce tariffs for everyone", Alckmin said, adding that the 50pc tariff is "unjustified" because the US has a trade surplus with Brazil.

Brazilian exports to the US in January-June grew by 4.8pc from a year before, while those from the US to Brazil increased by almost 12pc, Alckmin said.

Brazilian president Luiz Inacio Lula da Silva has also said he is "open to talk" with Trump regarding the tariffs.
