Brazilian president Luiz Inacio Lula da Silva expects to sign a Mercosur-EU free trade agreement on 20 December in the capital of Brasilia, he said on 16 November.

The EU and Mercosur — the common market that integrates Argentina, Brazil, Paraguay and Uruguay — will sign an interim free trade and economic deal before coming up with a complete version, after 25 years of trade and economic talks between the parties, Lula said on the sidelines of the G20 summit in Johannesburg, South Africa, on 23 November.

At least 15 of all 27 EU member states must approve the submitted draft agreement to make it definitive. France called it "unacceptable", arguing that the deal ignores environmental requirements related to agricultural and industrial productions.

It is not clear yet which countries will head to Brasilia on 20 December for the signature.

Mercosur countries also need to approve the draft deal with their parliaments, but the agreement can go on even if some do not sign it. The signature in Brasilia will occur on the same date as a Mercosur leaders summit planned for Foz do Iguacu in southern Parana state, where the borders of Brazil, Argentina and Paraguay meet.

Negotiators finalized the 25-year Mercosur-EU trade talks without ratification in December 2024, in Montevideo, Uruguay. The latest EU offer includes tariff reducing quotas for key agricultural products, such as beef, poultry, pork, sugar, ethanol, orange juice and grains like corn, sorghum and rice, among others.
