Libya Ras Lanuf refinery restart on track

Plans to restart the 220,000 b/d Ras Lanuf refinery around 15 July are on-track, said state-owned NOC's marketing director Ahmed Shawki, today.

He added that constructive talks are underway with Libya-UAE joint-venture Lerco, the refinery's operator, to resolve disputes over crude supplies and pricing.

Lerco has wanted to take Sarir and Messla crudes, but NOC has been offering Amna instead. Lerco is keen to maximise jet fuel production — as well as gasoil — and would rather take grades other than Amna because the crude is seen as unsuitable for production of on-specification jet fuel.

Libya's oil minister Abdulrahman Ben Yezza said last month that mid-July was the target date for a restart at Ras Lanuf.
