Wind power challenges Southwest Power Pool

The Southwest Power Pool (SPP) is experiencing integration and operational issues from increased wind generation, the grid operator said.

Wind's share of daily generation in the SPP region has grown since 2009, leading to challenges in managing transmission congestion and balancing power supply with demand, the SPP said last week in its 2013 State of the Market report. Wind served up to a third of SPP power demand on certain days last year, up from 9pc in 2007. The SPP oversees the grid across the south central US, with members in nine states.

The challenges are more pronounced during the day or in summer, when power consumption is higher, as wind tends to blow more in the evening or in the fall. Market rules implemented last year to automate curtailments in wind power along with improvements in policies and procedures for managing variable energy resources are expected to help integrate wind. Increased transmission capability in the region this year will also help move wind power to users, reducing bottlenecks.

Wind generation in the SPP region grew to 11pc of its generation mix last year, up from 8pc in 2012. The share from coal held at 62pc while natural gas accounted for 20pc. The remainder came from nuclear, hydro and other resources.

The daily wind capacity peaked on 10 October of last year at about 6,500MW out of 74,000MW of the capacity in SPP.

The region added 648MW of new wind capacity last year compared with 716MW of new gas capacity and 407MW from new small coal units. The region has some of the highest wind speeds in the US. The report highlighted Kansas, Oklahoma, northern Texas and Nebraska as the areas with the highest potential for wind development in the SPP region.

The new capacity was helped by the extension of the federal production tax credit through 2013. Projects that started by the end of last year could claim the 2.3¢/kWh credit. Congress is debating whether to renew it again.
