Pemex to build Pacific coast liquefaction plant

Mexico's state-run Pemex unveiled plans to develop $6bn liquefaction project on the Pacific coast, laying the foundation for transforming the country from an LNG importer into an LNG exporter, following in the footsteps of its shale-rich US neighbor.

Today´s announcement coincides with ongoing plans by US Sempra to construct a liquefaction plant at its underutilized Costa Azul LNG receiving terminal in Baja California.

Both projects are primarily targeted at the huge Asia-Pacific LNG market, but Central and South American countries such as El Salvador and Chile would also be candidates for the Mexican LNG.

In a presentation in Houston, Pemex gas and basic petrochemicals director Alejandro Martinez Sibaja said the planned liquefaction facility is the second phase of Pemex´s Trans-Oceanic belt project that will connect the Pajaritos complex in the Gulf coast state of Veracruz to the Salina Cruz oil refinery, in Oaxaca, on the Pacific coast.

New infrastructure connecting Mexico's two coasts will allow Pemex to export the natural gas it produces in the Gulf of Mexico.

It is not clear if the project would also utilize shale-derived gas that Pemex is importing from the US through a growing network of cross-border pipelines.

Starting this month, Pemex will start technical studies to establish the best location around Salina Cruz for the new liquefaction plant. Operations would begin in 2020.

Pemex said it is looking for partners for the liquefaction project.

Mexico currently has three LNG receiving terminals, Costa Azul and Manzanillo on the Pacific coast, and Altamira on the Gulf coast.

The high-profile liquefaction project was announced on the eve of the opening of Mexico´s oil and electricity sectors to outside investment, following the formal break-up of state monopolies.

A first-ever licensing round, including acreage in the Gulf of Mexico, is just getting underway.
