East Australia gas pipelines start blending hydrogen

Gas pipeline operators in eastern Australia are working on projects to blend hydrogen into their gas pipeline systems as part of a long-term effort to reduce the greenhouse gas (GHG) emission intensity of producing and consuming gas.

Australian Gas Infrastructure (AGIG), which is owned by Hong Kong-based conglomerate CK, plans to start delivering a 5pc hydrogen blend into its gas pipelines to supply consumers in Mitchell Park, a suburb in South Australia's state capital Adelaide, in the January-March quarter.

AGIG is producing hydrogen at the Hydrogen Park facility in Tonsley, south of Adelaide, using water and electricity from wind and solar photovoltaic (PV) sources. The project plans to operate for around five years to provide AGIG with the operational experience to work on developing a larger facility to scale up its hydrogen-blending business.

AGIG is also working on scaling up its South Australia hydrogen-blending operations to supply a 10pc hydrogen blend into the gas pipeline network, and plans to supply a 10pc hydrogen blend from its Hydrogen Park, Gladstone facility in Queensland, which is looking to start operations in 2022, AGIG said.

Fellow gas pipeline operator Jemena, which is 60pc owned by China's largest utility State Grid Corporation of China and 40pc owned by state-controlled utility Singapore Power, is working on a project to supply a 2pc blend of hydrogen in its gas network in western Sydney to supply around 250 homes and an electric vehicle recharging station under the project, Jemena said.

Australia's largest gas pipeline operator APA is working on a project to make around 10pc, or about 40km, of its Parmelia gas pipeline (PGP) in Western Australia hydrogen-ready, linking onshore gas fields in the Perth basin to the Dampier to Bunbury gas pipeline.

"Under this project, it is proposed that a section of the Parmelia gas pipeline will be transformed into Australia's first 100pc hydrogen-ready transmission pipeline — making it one of only five hydrogen-ready pipelines in the world," APA said while announcing its financial results for the first half of the 2020-21 fiscal year to 30 June.

Around two-thirds of Australian gas production is used as feedstock for LNG exports.

APA also estimates there are up to $11 trillion of investments in the global hydrogen sector. The Australian government's national hydrogen strategy unveiled in late 2019 outlined plans to allow up to 10pc of hydrogen in the domestic gas network.

Sydney, 18 April (Argus) — Australia's Queensland state today approved two separate laws setting renewable energy and emissions reduction targets over the next decade, as it transitions away from a coal-fired dependent power generation system. Queensland set net greenhouse gas (GHG) emissions reduction targets of 30pc below 2005 levels by 2030, 75pc by 2035 and zero by 2050 under the Clean Economy Jobs Act, while theEnergy (Renewable Transformation and Jobs) Act sets renewable energy targets of 50pc by 2030, 70pc by 2032 and 80pc by 2035. The state is on track to surpass the 2030 emissions target, latest data show, as it achieved a 29pc reduction in 2021. Even though the share of renewables in the power mix last year was the lowest across Australia at 26.9pc, it has been increasing consistently since 2015 when it was 4.5pc, according to data from the National Electricity Market's OpenNem website. Coal-fired generation has been steadily falling, down to 42.9TWh or a 65.7pc share in 2023 from 52.9TWh or 83pc in 2018. Most of Queensland's coal-fired plants belong to state-owned utilities, which the previous Labor party-led government of Annastacia Palaszczuk indicated would stop burning coal by 2035 . The new Labor party premier Steven Miles disclosed the 75pc emissions reduction target by 2035 in his first speech as leader last December. The Energy Act locks in public ownership of electricity assets, ensuring that at least 54pc of power generation assets above 30MW remain under state control, as well as 100pc of all transmission and distribution assets and 100pc of so-called "deep storage" assets — pumped hydro plants with at least 1.5GW of capacity. The government will need to prepare and publish a public ownership strategy for the July 2025-June 2030 and July 2030-June 2035 periods. A fund totalling A$150mn ($97mn) will also be set up to ensure workers at existing state-owned coal-fired power plants and associated coal mines have access to new jobs and training or financial assistance during the transition. The Clean Economy Jobs Act sees the government receiving advice from an expert panel on the measures needed to reduce emissions. The government will need to develop and publish sector plans by the end of 2025 with annual progress reports to Queensland's parliament. BHP to expand gas-fired West Australia power station

Sydney, 17 April (Argus) — Australian resources firm BHP plans to increase power generation at its 154MW Yarnima gas and diesel-fired facility near the Pilbara iron ore mining hub of Newman in Western Australia (WA) state. The proposal, according to documents filed with WA's Environmental Protection Authority (EPA), will see output increase by 85MW to a total of 239MW through gas reciprocating engines and associated infrastructure with up to 120MW of nominal new capacity to be built in stages. Peak scope 1 greenhouse gas (GHG) emissions from the project are predicted to be 480,030 t/yr of carbon dioxide equivalent (CO2e), while scope 3 emissions related to supplying the gas are expected to be 37,260t CO2e/yr. Power demand at BHP's iron ore operations in the Pilbara is forecast to increase from 150MW currently to 1GW by 2040, as the company reduces its GHG emissions through electrification of its rail and mining fleets and must balance renewables with firmed generation. The iron ore mining sector is a large-scale producer of Australian GHG emissions through its Pilbara-based operations. Displacing liquid fuels such as diesel, which Australia consumes at an average rate of around 500,000 b/d by electrifying processes and switching to lower CO2-emitting sources such as gas, is expected to trend as Australia's largest polluters meet government mandates . Yarmina currently runs a 35MW diesel-fired temporary power station as part of its installed capacity. Canadian energy firm TransAlta earlier this year lodged plans to build a new 150MW gas-fired power station for BHP's Nickel West operations in WA's Northern Goldfields region. WA's domestic market is likely to be short on gas later this decade despite being Australia's largest LNG export state, the Australian Energy Market Operator (Aemo) has warned in its Western Australia Gas Statement of Opportunities. Aemo's modelling released last year shows the closure of WA's state-owned coal-fired power stations will drive increased requirements for gas-fired electricity generation in the next decade. US Gulf lowest-cost green ammonia in 2030: Report

New York, 16 April (Argus) — The US Gulf coast will likely be the lowest cost source of green ammonia to top global bunkering ports Singapore and Rotterdam by 2030, according to a study by independent non-profits Rocky Mountain Institute and the Global Maritime Forum. Green ammonia in Singapore is projected to be sourced from the US Gulf coast at $1,100/t, Chile at $1,850/t, Australia at $1,940/t, Namibia at $2,050/t and India at $2,090/t very low-sulphur fuel oil equivalent (VLSFOe) in 2030. Singapore is also projected to procure green methanol from the US Gulf coast at $1,330/t, China at $1,640/t, Australia at $2,610/t and Egypt at $2,810/t VLSFOe in 2030. The US Gulf coast would be cheaper for both Chinese bio-methanol and Egyptian or Australian e-methanol. But modeling suggests that competition could result in US methanol going to other ports, particularly in Europe, unless the Singaporean port ecosystem moves to proactively secure supply, says the study. In addition to space constraints imposed by its geography, Singapore has relatively poor wind and solar energy sources, which makes local production of green hydrogen-based-fuels expensive, says the study. Singapore locally produced green methanol and green ammonia are projected at $2,910/t and $2,800/t VLSFOe, respectively, in 2030, higher than imports, even when considering the extra transport costs. The study projects that fossil fuels would account for 47mn t VLSFOe, or 95pc of Singapore's marine fuel demand in 2030. The remaining 5pc will be allocated between green ammonia (about 1.89mn t VLSFOe) and green methanol (3.30mn t VLSFOe). Rotterdam to pull from US Gulf Green ammonia in Rotterdam is projected to be sourced from the US Gulf coast at $1,080/t, locally produced at $2,120/t, sourced from Spain at $2,150/t and from Brazil at $2,310/t. Rotterdam is also projected to procure green methanol from China at $1,830/t, Denmark at $2,060/t, locally produce it at $2,180/t and from Finland at $2,190/t VLSFOe, among other countries, but not the US Gulf coast . The study projects that fossil fuels would account for 8.1mn t VLSFOe, or 95pc of Rotterdam's marine fuel demand in 2030. The remaining 5pc will be allocated between green ammonia, at about 326,000t, and green methanol, at about 570,000t VLSFOe. Rotterdam has a good renewable energy potential, according to the study. But Rotterdam is also a significant industrial cluster and several of the industries in the port's hinterland are seeking to use hydrogen for decarbonisation. As such, the port is expected to import most of its green hydrogen-based fuel supply. Though US-produced green fuels are likely to be in high demand, Rotterdam can benefit from EU incentives for hydrogen imports, lower-emission fuel demand created by the EU emissions trading system and FuelEU Maritime. But the EU's draft Renewable Energy Directive could limit the potential for European ports like Rotterdam to import US green fuels. The draft requirements in the Directive disallow fuel from some projects that benefit from renewable electricity incentives, like the renewable energy production tax credit provided by the US's Inflation Reduction Act, after 2028. If these draft requirements are accepted in the final regulation, they could limit the window of opportunity for hydrogen imports from the US to Rotterdam to the period before 2028, says the study. New York, 16 April (Argus) — Public independent shale oil producers will remain disciplined and keep production steady even if crude prices soar on geopolitical tensions, according to the former chief executive officer of Pioneer Natural Resources. "Even if oil gets to $200/bl, the independent producers are going to be disciplined," Scott Sheffield said today at the Columbia Global Energy Summit in New York. Public independents showed restraint when oil prices jumped in the immediate aftermath of Russia's invasion of Ukraine in 2022, as they focused on improving shareholder returns rather than ramping up production to take advantage of short-term prices, he said. One benefit of the recent wave of consolidation is that it may kickstart some growth in a sector that has showered shareholders with excess cash via dividends and share buybacks in recent years. Before Pioneer agreed to be bought for $59.5bn by ExxonMobil late last year, the company was only increasing output at around 5pc a year. Once the acquisition closes, the top US oil major is going to grow Pioneer's assets at 10-15pc a year, said Sheffield. "That's an example where somebody is stepping up and adding production," he added. Global crude prices have moved very little since the weekend when Israel and allies thwarted a massive missile and drone attack from Iran. WTI today fell by just 5¢/bl to $85.36/bl while June Ice Brent fell by 8¢/bl to $90.02/bl. The industry veteran stepped down as chief executive at the end of last year but remains on the board of Pioneer. Australian new environment agency to speed up approvals

Sydney, 16 April (Argus) — The Australian federal government announced today it will introduce new legislation in the coming weeks to implement the second stage of its Nature Positive Plan, which includes setting up a national environment protection agency to speed up approval decisions. The planned Environment Protection Australia (EPA) will initially operate within the Department of Climate Change, Energy, Environment and Water until it transitions to become an independent statutory agency, with "strong new powers and penalties" to better enforce federal laws, the government said on 16 April. The EPA chief will be an independent statutory appointment, similar to the Australian federal police commissioner, so that "no government can interfere" with the new agency's enforcement work. The agency will be able to audit businesses to ensure they are compliant with environment approval conditions and issue environment protection orders to anyone breaking the law. Penalties will be increased, with courts able to impose fines of up to A$780mn ($504mn) or jail terms for up to seven years in cases of extremely serious intentional breaches of federal environment law. EPA will also be tasked with speeding up development decisions, including project assessments in areas such as renewable energy and critical minerals. Almost A$100mn will be allocated to optimise the approval processes, with its budget directed to support staff to assess project proposals and help businesses comply with the law. A new independent body Environment Information Australia (EIA) will also be created to provide environmental data to the government and the public through a public website. EIA will need to develop an online database giving businesses quicker access to data and helping EPA to make faster decisions. It will also need to publish state of environment reports every two years. The government said that an audit ordered by environment minister Tanya Plibersek last year found that around one in seven developments could be in breach of their offset conditions, when a business had not properly compensated for the impact a development was having on the environment, highlighting "the need to urgently strengthen enforcement". The planned new legislation is part of the federal government's reform of Australia's environmental laws including the Environment Protection and Biodiversity Conservation Act. Resource project decisions are currently made by the environment minister, with the move to an independent agency will removing any perception of political interference in such decisions, the government said when it first announced the reforms in late 2022. The first stage of the reform was completed late last year with new laws passed to create the Nature Repair Market, with further stages expected to be implemented in the future, the government said. Tight timing Resources industry body the Chamber of Minerals and Energy of Western Australia (CMEWA) welcomed the announcement that the federal government will take a "staged approach" to the implementation of the reforms but noted the timing of EPA's implementation was "tight". "We continue to hold reservations about the proposed decision-making model and will continue to advocate for a model that balances ecologically sustainable development considerations and includes the [environment] minister as the decision maker," CMEWA chief executive Rebecca Tomkinson said. The Minerals Council of Australia (MCA) said that it had been advocating for the creation of EIA, whose future collated data "will provide greater certainty and reduced costs for both government and project proponents", which "may shave years off project development". But it was cautious about potential "unintended consequences" stemming from more bureaucracy. "Australia has one of the most comprehensive environmental approvals processes in the world and the MCA has been clear about the significant risks of duplicative, complex and uncertain approvals processes pose to the minerals sector, the broader economy and the environment if we do not get this right," it warned.
