The German lower house of parliament — the Bundestag — has today agreed on the country's amendment to the renewable law, EEG 2021, which sets a target of 100GW of solar photovoltaic (PV) and 71GW of onshore wind capacity in 2030.
The EEG 2021 is an amendment of the country's EEG 2017 and will become effective on 1 January 2021.
The aim of the law is to reach carbon neutrality by 2050 and to cover 65pc of the country's power demand with renewable energies by 2030.
Under the law, Germany aims to increase its solar PV capacity to 100GW in 2030, by setting targets every two years. Germany's total solar PV capacity stood at 53.20GW at the end of October.
Onshore wind capacity will increase to 71GW in 2030, from 55.26GW at the end of October, by also setting two-year targets.
In order to increase the acceptance of new onshore wind plants, German municipalities will receive €200/MWh for onshore wind and solar PV energy that is fed in the grid.
The government will review the country's renewables output on a yearly basis in order to ensure the 2030 renewable target is reached. By 2025, the country estimates 308 TWh/yr of renewable capacity and 376 TWh/yr in 2029.
Renewable tenders
German energy regulator Bnetza will continue to hold tender schemes until 2028. The government will decide at a later stage whether to continue the tender scheme post-2028.
Tenders for new solar PV capacity will be held by Bnetza every year on 1 March, 1 June and 1 November. The regulator will award 1.9GW of new solar capacity in 2021, 1.7GW in each year from 2022-25 and 1.6GW in 2026 in each year from 2026-28 (see table).
From 2022, unawarded capacities from tender rounds in previous years will be added to the volumes in the following year.
In addition, Bnetza will hold annually two tender rounds — in June and December — for new rooftop solar projects with a capacity of up to 20MW. The regulator will award capacity ranging from 250-350MW in the 2021-25 period.
Onshore wind tenders will be held every year on 1 February, 1 May and 1 September. In 2021, Bnetza will auction 4.50GW of new onshore wind capacity. In 2022, the country will auction 2.90GW, followed by 3GW in 2023, 3.1GW in 2024, 3.2GW in 2025, 4GW in 2026, 4.8GW in 2027 and 5.8GW in 2028.
Bnetza will evaluate every year in March how much capacity has been awarded. Unawarded capacity will be added to the next three tender rounds. From 2024, unawarded capacities from tender rounds in previous years will be added to the tender volumes in the following year.
The country's innovation tender will be held twice a year on 1 April and 1 August. The regulator will offer capacity of 500-850 MW/yr from 2021-28.
The regulator will also hold every year two biomass tenders in March and September for a total of 350MW of capacity. Biomethane tenders in the southern German region will be held yearly for 150MW.
Post-EEG
For plants falling out of the EEG subsidy scheme, the law stipulates that renewable plants will continue to have a priority in the feed-in process.
In addition, plant operators can use direct marketing for their output. Operators of small-scale plants can allocate their renewable output to network operators until the end of 2027, in order to receive the market value minus marketing costs for their output.
For large-scale onshore wind farms, the government will find a bridging solution by the end of 2021, owing to lower wholesale power prices because of the Covid-19 pandemic.
German wind association BWE said measures under the new EEG law will not boost the onshore wind expansion. German water and energy association BDEW said that the new law does not tap the full potential of the country's renewable expansion and the achievement of the climate targets. It pointed out that volumes for new rooftop solar should be increased.
