India's IOC awards tender to buy fuel cell buses

Indian state-controlled refiner IOC has awarded a tender to buy 15 fuel cell-powered buses running on hydrogen to private-sector Tata Motors, the country's biggest commercial vehicle producer.

IOC, the country's biggest refiner and oil marketer, is taking steps to diversify its business away from fossil fuels to petrochemicals and clean energy. IOC and Tata will also conduct research to develop fuel cell-powered trucks and buses. The government until last year was pushing for personal mobility electric vehicles (EVs), ignoring hybrids and fuel-cell vehicles.

But India is drafting a policy on the use of green and blue hydrogen in refineries, fertilizer plants, steel units and heavy transport. Hydrogen carries a goods and services tax (GST) of 18pc, be it polluting gray or clean green hydrogen. Fuel-cell vehicles are taxed at 28-49pc compared with 5pc for EVs. IOC is lobbying to cut taxes on both hydrogen and fuel-cell vehicles.

IOC is setting up small hydrogen-producing plants, where it will use different technologies such as steam reforming with carbon capture, electrolysis and stripping hydrogen from biomass to produce different types of hydrogen. The refiner has also blended hydrogen with compressed natural gas (CNG) to run 50 buses in Delhi and is expanding the experiment to other metros.

The fuel-cell buses will be delivered within 144 weeks of signing an initial agreement.

Diesel use fell to 1.33mn b/d last month from 1.36mn b/d a year earlier but rose from 1.18mn b/d in May, according to data from state-controlled refiners that account for around 90pc of the country's fuel sales. Demand for gasoline rose to 597,000 b/d during the period from 565,000 b/d a year earlier and 447,000 b/d in May 2021.
