Indian Steel Association calls out met coal volatility

The Indian Steel Association (ISA) has called on the government to look at the volatility in metallurgical coal prices, which it deems to be the main cause of global steel prices increasing over the past year.

"An oligopolist competition exists in the import of coking coal," the ISA said on 23 May, reacting to India's imposition of export duties on steel exports effective from 22 May. "It has been highly volatile. Coking coal prices peaked to $670/t in March 2022 and it is currently at $525/t."

"The impact of coking coal, iron ore, ferroalloys and fluxes, etc., alone have caused a sharp increase in input cost from $225 to $250. It is important to note that steel prices have started correcting globally while costs remain elevated," the ISA added.

The resilience of seaborne premium hard low-vol fob Australia coking coal prices, in the face of lower global steel prices and macroeconomic headwinds, has squeezed margins for metallurgical coke makers in India and stoked working capital concerns among steel mills.

Steel prices have fallen in US and Europe with shortages in pig iron supply to the region — following Russia's invasion of Ukraine — offset by weak downstream demand, increased availability of alternative raw materials and competitive Asian steel flows to the region. Chinese steel prices are down on Covid-19 lockdowns in the country, which have also pushed sellers to the exports market.

Market participants have cited tight Australian supply, record-high thermal coal prices and sanctions on Russia as the key reasons behind the support for metallurgical coal. The spread between the CSR 62 fob China coke price and cfr India premium hard low-vol coking coal price stands at $86.78/t month-to-date, compared with a spread of $273.02/t in May last year. Chinese met coke prices had surged last year on strong steel output in the first half.

"We have cut our production by 50pc as the current coking coal prices make it unviable for us to continue operations," a coke maker from India, with a production capacity of over 1mn t/yr, said.

Current fob China offers stood at around $540 fob for 60-62 CSR coke, a Chinese coke maker said.

"We are staring at a negative quarter if steel does not improve," said a second coke maker from India, adding that their coke plant was practically shut.

A trader from India highlighted the working capital constraints on steel mills at the current coking coal prices. "Our customers cannot arrange capital to pay for coal priced at $500/t. How will they participate in the spot market?" he said, adding that mills would find prices around $350-400/t workable.

Domestic India HRC prices stand at around 69,000 rupees/t ($890/t), up by 5pc on the year. The Argus cfr India premium low-vol index stood at $540/t on 23 May, up by 232pc from the previous year.

Pricing in a spot

Constrained supply from Australia has contributed to limited participation from mills in spot trade, while China's refusal to buy Australian coals has failed to free spot tonnages amid supply disruptions.

"In the absence of price discovery through end-user buying, it is difficult to say if the current price levels can be justified based on the supply-demand balance," a trader in Singapore said. Argus does not weight trades based on counterparties in its index methodology.

Supply shortages were undeniable but the illiquid spot market and volatility in daily prices have eroded confidence in the spot pricing mechanisms, a steel mill source said. "So far we had been able to pass on the costs downstream, but it is becoming increasingly difficult as coking coal prices refuse to budge despite the wider ferrous complex weakness," the steel maker said. "There are black box aspects to pricing and that makes us uncomfortable," he added.

India's steel production rose by 6.2pc on the year to 10.1mn t last month, according to World Steel Association, with January-April output up by 6.5pc on the year to 42.3mn t. The imposition of the 15pc tax on steel exports will limit Indian steel mills' ability to sell overseas and is likely to weigh on domestic steel prices.

Spot deals in the seaborne premium hard coking coal market are typically concluded through bilateral negotiations or on trading platforms.

The spread across a premium low-vol bid/offer stood at $100/t on the Global Coal trading platform on 24 May, while a Branded June laycan cargo attracted a bid/offer spread of $105/t. A June cargo of pulverised coal injection (PCI) stood at $515/t, indicating a $10 premium over the offer on a June cargo of premium hard mid-vol coking coal. PCI has historically traded at a discount to premium hard coals.

Houston, 1 May (Argus) — Southbound barge rates in the US have fallen on unseasonably low demand because of increased competition in the international grain market. Rates for voyages down river have deteriorated to "unsustainable" levels, said American Commercial Barge Line. Southbound rates declined in April to an average tariff of 284pc across all rivers this April, according to the US Department of Agriculture (USDA), which is below breakeven levels for many barge carriers. Rates typically do not fall below a 300pc tariff until May or June. Southbound freight values for May are expected to hold steady or move lower, said sources this week. Southbound activity has increased recently because of the low rates, but not enough to push prices up. The US has already sold 84pc of its forecast corn exports and 89pc of forecast soybean exports with only five months left until the end of the corn and soybean marketing year, according to the USDA. US corn and soybean prices have come down since the beginning of the year in order to stay competitive with other origins. The USDA lowered its forecast for US soybean exports by 545,000t in its April report as soybeans from Brazil and Argentina were more competitively priced. US farmers are holding onto more of their harvest from last year because of low crop prices, curbing exports. Prompt CBOT corn futures averaged $435/bushel in April, down 34pc from April 2023. Weak southbound demand could last until fall when the US enters harvest season and exports ramp up southbound barge demand. Major agriculture-producing countries such as Argentina and Brazil are expected to export their grain harvest before the US. Brazil has finished planting corn on time . unlike last year. The US may face less competition from Brazil in the fall as a result. Carriers are tying up barges earlier than usual to avoid losses on southbound barge voyages. Carriers that have already parked their barges will take their time re-entering the market unless tariffs become profitable again. The carriers who remain on the river will gain more southbound market share and possibly more northbound spot interest. New US rule may let some shippers swap railroads

Washington, 30 April (Argus) — US rail regulators today issued a final rule designed to help customers switch railroads in cases of poor rail service, but it is already drawing mixed reviews. Reciprocal switching, which allows freight shippers or receivers captive to a single railroad to access to an alternate carrier, has been allowed under US Surface Transportation Board (STB) rules. But shippers had not used existing STB rules to petition for reciprocal switching in 35 years, prompting regulators to revise rules to encourage shippers to pursue switching while helping resolve service problems. "The rule adopted today has broken new ground in the effort to provide competitive options in an extraordinarily consolidated rail industry," said outgoing STB chairman Martin Oberman. The five-person board unanimously approved a rule that would allow the board to order a reciprocal switching agreement if a facility's rail service falls below specified levels. Orders would be for 3-5 years. "Given the repeated episodes of severe service deterioration in recent years, and the continuing impediments to robust and consistent rail service despite the recent improvements accomplished by Class I carriers, the board has chosen to focus on making reciprocal switching available to shippers who have suffered service problems over an extended period of time," Oberman said today. STB commissioner Robert Primus voted to approve the rule, but also said it did not go far enough. The rule adopted today is "unlikely to accomplish what the board set out to do" since it does not cover freight moving under contract, he said. "I am voting for the final rule because something is better than nothing," Primus said. But he said the rule also does nothing to address competition in the rail industry. The Association of American Railroads (AAR) is reviewing the 154-page final rule, but carriers have been historically opposed to reciprocal switching proposals. "Railroads have been clear about the risks of expanded switching and the resulting slippery slope toward unjustified market intervention," AAR said. But the trade group was pleased that STB rejected "previous proposals that amounted to open access," which is a broad term for proposals that call for railroads to allow other carriers to operate over their tracks. The American Short Line and Regional Railroad Association declined to comment but has indicated it does not expect the rule to have an appreciable impact on shortline traffic, service or operations. Today's rule has drawn mixed reactions from some shipper groups. The National Industrial Transportation League (NITL), which filed its own reciprocal switching proposal in 2011, said it was encouraged by the collection of service metrics required under the rule. But "it is disheartened by its narrow scope as it does not appear to apply to the vast majority of freight rail traffic that moves under contracts or is subject to commodity exemptions," said NITL executive director Nancy O'Liddy, noting it was a departure from the group's original petition which sought switching as a way to facilitate railroad economic competitiveness. The Chlorine Institute said, in its initial analysis, that it does not "see significant benefit for our shipper members since it excludes contract traffic which covers the vast majority of chlorine and other relevant chemical shipments." Houston, 24 April (Argus) — Barges are facing lengthy delays at the Algiers lock near New Orleans as vessels reroute around closures at the Port Allen lock and the Algiers Canal. Delays at the Algiers Lock —at the interconnection of the Mississippi River and the Gulf Intracoastal Waterway— have reached around 37 hours in the past day, according to the US Army Corps of Engineers' lock report. Around 50 vessels are waiting to cross the Algiers lock. Another 70 vessels were waiting at the nearby Harvey lock with a six-hour wait in the past day. The closure at Port Allen lock has spurred the delays, causing vessels to reroute through the Algiers lock. The Port Allen lock is expected to reopen on 28 April, which should relieve pressure on the Algiers lock. Some traffic has been rerouted through the nearby Harvey lock since the Algiers Canal was closed by a collapsed powerline, the US Coast Guard said. The powerline fell on two barges, but no injuries or damages were reported. The wire is being removed by energy company Entergy. The canal is anticipated to reopen at midnight on 25 April. Baltimore to temporarily open 4th shipping channel

Cheyenne, 24 April (Argus) — The Port of Baltimore is preparing to open another, deeper temporary shipping channel this week so at least some of the vessels that have been stranded at the port can depart. The new 35-ft deep Fort McHenry Limited Access Channel is scheduled to be open to commercially essential vessels from 25 April until 6am ET on 29 April or 30 April "if weather adversely impacts vessel transits," according to a US Coast Guard Marine Safety Information Bulletin. The channel will then be closed again until 10 May. The channel also will have a 300-ft horizontal clearance and 214-ft vertical clearance. This will be the fourth and largest channel opened since the 26 March collapse of the Francis Scott Key Bridge. The Unified Command has said that the new limited access channel should allow passage of about 75pc of the types of vessels that typically move through the waterway. Vessels that have greater than 60,000 long tons (60,963 metric tonnes) of displacement will likely not be able to move through the channel and those between 50,000-60,000 long tons of displacement "will be closely evaluated" for transit. There were seven vessels blocked from exiting the port as of 27 March, including three dry bulk carriers, one vehicle carrier and one tanker, according to the US Department of Transportation. Two of the bulk carriers at berth in Baltimore are Kamsarmax-sized coal vessels, data from analytics firm Kpler show. The US Army Corps of Engineers still expects to reopen the Port of Baltimore's permanent 700-foot wide, 50-foot deep channel by the end of May. The Key Bridge collapsed into the water late last month when the 116,851dwt container ship Dali lost power and crashed into a bridge support column. Salvage teams have been working to remove debris from the water and containers from the ship in order to clear the main channel. Coal sales at Australia’s Whitehaven fall in Jan-Mar

Sydney, 19 April (Argus) — Australian coal miner Whitehaven reported higher production but lower sales in January-March, with the firm increasing its percentage of high-grade thermal coal sales from the previous quarter. Saleable coal volumes rose by 8pc on the year to 3.9mn t but managed coal sales fell by 7pc to 3.8mn t compared to a year earlier. Sales were 83pc high-grade thermal, higher than 72pc in October-December and 68pc a year earlier. Whitehaven said run-of-mine production at Narrabri was below expectations because of the current panel's geological challenges, leading to reliability and maintenance problems with equipment. Whitehaven's overall sales guidance for the 2023-24 fiscal year remains unchanged at 16mn-17.5mn t for 2023-24 with a unit cost guidance, excluding royalties, of A$103-113/t ($66-$72/t) which the firm said is tracking at the top end. This is because of lower output from Narrabri, which is tracking below its output guidance of 5.1mn-5.7mn t for the fiscal year to 30 June. Whitehaven finalised takeovers of Australian-Japanese joint venture BHP Mitsubishi Alliance's (BMA) 12mn t/yr Blackwater and 4mn t/yr Daunia coking and thermal coal mine in Queensland on 2 April, with initial sales and production data to be reported in its April-June production report. The two mines are anticipated to deliver 4.5mn-5mn t run-of-mine output in April-June, with Whitehaven's revenue breakdown to be 70pc metallurgical and 30pc thermal on an annual basis post-acquisition as it seeks to pivot toward coking coal. Blackwater and Daunia contributed 10.11mn t and 4mn t respectively to BMA's total output in 2023. Whitehaven plans to sell down a 20pc stake in Blackwater to global steel producers, with a process presently underway. Whitehaven views the high calorific value (CV) thermal coal market as well supported in its key Asian markets, and said tightening of sanctions on Russian exporters is containing global supply. India's continuing growth is driving demand and underpinning price sentiment, Whitehaven said, despite a softening in metallurgical coal prices during the quarter .
