Japanese firms eye e-methane production in Peru by 2030

Japanese trading house Marubeni and domestic gas retailer Osaka Gas aim to start producing synthetic methane, also called e-methane, in Peru by 2030.

This comes after the two firms reached an initial agreement in July 2022 to study producing e-methane in Peru. The firms plan to produce 60,000 t/yr of e-methane by 2030, Osaka Gas said on 22 August. The e-methane produced by the project will be exported to Japan and also supplied domestically in Peru.

The synthetic methane will be produced using green hydrogen generated from abundant and inexpensive renewable energy such as hydropower, solar power and wind power, and CO2 captured at the 4.4mn t/yr Peru LNG facility, Osaka Gas said. The firms have also confirmed the feasibility of producing e-methane at a competitive cost.

Marubeni and Osaka Gas will discuss further details about procuring renewable energy and CO2, and developing its production facility in this phase.

London, 19 May (Argus) — Iran has launched a new maritime authority to tighten its control over shipping in and around the strait of Hormuz. It has also introduced an insurance platform to provide cover for Iranian shipping and cargoes transiting the waterway. The Persian Gulf Strait Authority (PGSA) will manage navigation through the waterway, while the "Hormuz Safe" platform will offer "secure digital insurance for maritime cargo" for Iranian vessels transiting it. The PGSA will act as the legal authority representing Iran in managing transit through the strait, according to Iran's semi-official Fars news agency. Vessels intending to transit the waterway will receive rules and regulations from the authority and must obtain a permit to pass, state news agency Press TV said. Ships must comply with this framework. Passage without permission will be considered illegal, Fars reported. Iran claimed control of a broader area of the strait and surrounding waters on 4 May, from the western-most point of Iran's Qeshm Island to Umm al-Quwain on the UAE's west coast, and from Kuh Mobarak in Hormozgan province to southern Fujairah on the UAE's east coast. Separately, the Hormuz Safe platform will provide Iranian shipping companies and cargo owners with "fast, verifiable digital insurance", according to its web page. It will offer cover for cargoes in the Mideast Gulf and surrounding waterways, with payments settled in cryptocurrency. There is no indication that Hormuz Safe policies extend beyond Iranian ships and cargoes. Iran has launched the initiatives as geopolitical tension remains high in the Mideast Gulf. The US and Israel's war with Iran has involved strikes on shipping in and around the strait of Hormuz, pushing up western insurance costs and sharply reducing traffic through the waterway. A ceasefire is now in place, but the Iranian Revolutionary Guard Corps' tight control of the strait and a US naval blockade of Iranian ports continue to weigh on exports of oil, gas and other commodities from the region. Iran created an official PGSA account on social media platform X on 18 May to provide operational updates and developments related to shipping through the strait. Adelaide, 19 May (Argus) — Australia's oil and gas producers have warned that forcing domestic gas sales could undermine investment and worsen future supply shortfalls in eastern state, as Canberra designs its proposed 20pc reservation scheme. The plan — which would quarantine gas volumes equivalent to 20pc of LNG exports for domestic use — could initially lower prices for local consumers. But industry leaders warned at the Australian Energy Producers' (AEP) conference in Adelaide on 19 May that it could ultimately deter investment if prices fall below production costs. Mandatory sales obligations, under which companies would be required to supply 20pc of planned export volumes into domestic pipelines before receiving LNG export approvals, would "absolutely destroy" investment signals, Shell Australia chair Cecile Wake said. Federal energy minister Chris Bowen has dismissed concerns that this would occur , pointing to Western Australia's (WA's) 15pc domestic reservation scheme — in place since 2006 — as evidence that domestic producers can compete. But Australian independent Woodside's chief executive Liz Westcott said WA's individual project-based model allows flexible delivery over the life of projects, helping ensure supply when needed in the next decade, in line with government forecasts that shortfalls could emerge . For multi-decade investments such as Woodside's North West Shelf project, domestic gas obligations can be met when the market requires it, Westcott said, adding that flooding either the eastern or western markets with excess gas in the 2020s would be "sacrificial" to supply needs in the 2030s and ultimately counterproductive. LNG projects not designed to fill policy gaps The "devil will be in the detail" regarding the reservation scheme's ultimate design, expected to be unveiled later this year, Australian independent Santos' chief executive Kevin Gallagher said, adding that LNG projects were never designed to compensate for poor long-term gas planning in states such as Victoria and New South Wales. But if it is designed as a prospective scheme, to encourage more production in line with the WA model, the domestic reservation would work in the national interest, Gallagher said. The company's next two investment decisions will focus on the Papua LNG project and further phases of the Pikka oil project in Alaska's North Slope region. But the Beetaloo sub-basin in Australia's Northern Territory holds acreage that could one day feed the 3.7mn t/yr Darwin LNG or the 7.8mn t/yr Gladstone LNG on the east coast, Gallagher added, while also supporting domestic demand. Singapore launches carbon credit financing coalition

London, 19 May (Argus) — Singapore has launched a multi-sector coalition to boost corporate demand and direct financing for high-integrity carbon credits, the minister for trade and industry said today. The coalition government aims to procure at least 10mn carbon credits by 2030, it said. It will set up a financing facility to channel capital into early-stage projects that generate carbon credits which meet robust integrity standards, such as those developed by the Integrity Council for the Voluntary Carbon Market. The coalition will also establish its own project assessment and management process to help corporate buyers purchase credits. The coalition aims to "improve market integrity, strengthen practices, and give companies greater confidence in purchasing high-integrity carbon credits", it said. The coalition is also partnering with buyers group the Symbiosis Coalition to exchange best practices, it said. The coalition will operate as a Singapore-based non-profit organisation. It is supported by government agency Enterprise Singapore, Japanese trading firm Mitsubishi, Brazilian mining group Vale, utility Osaka Gas, China's largest battery producer, CATL and Chinese technology conglomerate Tencent, as well as investment platform Genzero, Australian carbon investment company Carbon Growth Partners, climate finance company Climate Bridge, the Climate Impact X exchange, carbon credit management firm Rubicon, consulting firm Bain and non-governmental organisation WWF Singapore. US oil and gas M&A set to take off again after pause

New York, 18 May (Argus) — After being knocked off course by oil-price volatility in the wake of the Middle East war, US oil and gas dealmaking is poised to regain momentum, as more private firms look to go to market and corporate consolidation continues. The pace of upstream mergers and acquisitions (M&A) slowed in March after the conflict sent crude prices soaring above $100/bl. Even so, overall deal value still came in at $38bn for the first three months of 2026 — the most in two years, according to energy consultancy Enverus. Such slowdowns spurred by fluctuating crude prices are often followed by a recovery as markets stabilise. And competition for increasingly scarce shale inventory is likely to spur a scramble from interested buyers this time around. "We are likely heading into another tsunami of consolidation," Enverus principal analyst Andrew Dittmar says. "Combined with strong appetite from private capital — both asset-backed securitisation (ABS) and traditional private equity — this sets up the market for a very busy rest of the year." US independent Devon Energy's $21.5bn takeover of Coterra Energy, which closed earlier this month, dominated transactions in January-March. The deal created one of the biggest shale operators and boosted Devon's position in the Delaware portion of the Permian basin of west Texas and southeast New Mexico. Permian Resources notes that the year was shaping up to be a busy one rightfrom the start in terms of asset sales in the Delaware, and that this has not changed. "We are certainly well positioned to take advantage of that at the right price," co-chief executive officer James Walter says. However, leading shale producer Diamondback Energy says it may be difficult to get deals over the line, given current market volatility. "M&A is probably quiet at Diamondback for the foreseeable future," chief executive Kaes Van't Hof says. Enverus reported only eight transactions above $100mn in the first quarter, equaling a post-2020 low, with deal flow hit by the Iran war. Easy as ABS? The growing popularity of ABS — whereby companies raise upfront financing by issuing bonds backed by cash flows from producing assets — is a noteworthy dealmaking trend. Enverus cited Ovintiv's $3bn sale of Anadarko basin assets to Flywheel Energy, a buyer that has been linked to ABS financing in the past. Earlier this month, Diversified Energy joined investment firm Carlyle to acquire assets in Oklahoma from Camino Natural Resources for $1.2bn. The deal will be financed through ABS arranged by Carlyle. A special-purpose vehicle will hold the producing assets and issue debt backed by underlying cash flows. International capital also remained a strong presence in the quarter, particularly in relation to natural-gas weighted areas and proximity to US Gulf coast export terminals. One such example came with Japanese trading house Mitsubishi's $7.6bn purchase of Aethon Energy's shale assets in Texas and Louisiana. Outside the US, Shell sought to double down on its long-term production footprint with its recent $13.6bn acquisition of Canada's ARC Resources in the European major's biggest acquisition since that of BG Group in 2015. For now, higher oil prices should mean more private exploration and production firms bringing more assets to market, including a dwindling number of Permian targets. The rally will also make mature plays such as the Eagle Ford and Williston basins more economic to develop. And recent acquirers that have taken part in large-scale M&A are likely to take advantage of higher prices to trim their portfolios by ditching non-core assets. "The case for higher-for-longer oil prices is strengthening and creating the set-up for an M&A rebound," Enverus' Dittmar argues. Dubai, 18 May (Argus) — Iran's foreign ministry has said negotiations with Washington aimed at ending the war are continuing, even as US President Donald Trump issues increasingly incendiary rhetoric towards Tehran. Trump last week described Tehran's response to a US plan to end the war was "totally unacceptable" and a "piece of garbage" that he did not finish reading. He said the ceasefire, which has been in place since 8 April, was "on life support." At the weekend, Trump issued new threats against Tehran, saying "the clock is ticking" and that Iran had "better get moving, FAST, or there won't be anything left of them." On Monday, Iran's foreign ministry spokesman Esmail Baghaei dismissed Washington's framing of the negotiations. "After we presented our 14-point plan, the American side raised its concerns. In return, we also raised our concerns," he said. "And last week, despite the American side publicly announcing that the plan was rejected, we still received a set of amendments via our Pakistani mediators." Iran's latest response to the US was sent on Sunday 17 May, he said, and "the process continues through Pakistan." Iran's nuclear activities remain the foremost sticking point between the sides, with Trump repeatedly insisting Iran cannot be allowed to have a nuclear weapon. Iranian state media on Sunday published five conditions the US has set for Iran to secure a deal, including the shuttering of all but one nuclear facilities, and the transfer of Iran's stockpile of highly enriched uranium to the US. Baghaei today would not be drawn on the US proposals, but reiterated Iran's right to enrich uranium is protected as a signatory to the non-proliferation treaty (NPT), and is therefore up for neither negotiation nor compromise. Planning for Hormuz The unresolved situation means shipping is still disrupted through the strait of Hormuz. Trump has over the past two months repeatedly claimed agreements with Iran that he said should restore at least some traffic through the strait. But little has changed since the start of the war, prompting Washington to impose last month a blockade of its own on vessels travelling to and from Iranian ports. Argus reported in April that Iran's parliament was discussing a bill to formalise and govern Tehran's oversight and management of traffic through the strait. At that point, the bill had secured the approval from parliament's national security council, but had not been brought to parliament. Speaking at the weekend, Ebrahim Azizi, head of parliament's national security council, said this framework "to manage traffic in the strait" had been prepared, and would "be unveiled soon." "Under this framework, only commercial vessels and parties co-operating with Iran can benefit from it," Azizi said. The route will be closed to operators of Project Freedom, he said, referring a US operation to support vessels stranded in the Mideast Gulf to exit through the strait. Speaking on Monday, Baghaei said Iran is "in continuous contact with Oman and other relevant countries" as it develops this new mechanism.
