Australia's Eraring coal-fired plant to extend lifespan

Australia's New South Wales (NSW) state government will negotiate a deal with the owner of the 2,880MW Eraring coal-fired power plant to keep it open beyond its planned 2025 closure.

The government will accept 43 of 54 recommendations made by independent energy expert Cameron O'Reilly in his review of NSW's energy policies, which was commissioned in May and designed to ensure the state can deliver a "timely and cost-effective transition of its electricity sector".

"The [report] makes it clear that the case for Origin Energy to extend its timeframe for phasing out Eraring is there, as does the recent Aemo report into reliability," NSW energy minister Penny Sharpe said on 5 September, while declining to provide a figure on the cost to the taxpayer.

"Around 70pc of NSW's delivered electricity comes from four coal generation plants scheduled to retire in the next 10 to 15 years," the report said. "Under any circumstances, replacing a plant like Eraring that provides around 20pc of NSW's delivered electricity would have been extremely challenging. With just 3½ years' notice it is almost impossible without reliability and affordability impacts."

Eraring supplies around 25pc of NSW's electricity needs and is relatively younger and more responsive to grid shortages than the recently closed 1,680MW Liddell coal-fired power plant. But Origin cited the unprofitability of operating base-load power because of the influx of cheaper, intermittent renewable energy when declaring it would close Eraring early. The 1984-built plant was originally planned for closure in 2032.

Delays to two key projects to replace coal-fired base-load power in NSW have led to concerns about shortages, while costs for infrastructure is spiralling and planned high-capacity transmission lines for renewable schemes face delays and community opposition.

Delta Electricity, the operator of the 1,320MW Vales Point in NSW, has offered to keep the coal-fired power plant open four years longer than previously advised if it appears unlikely reliable alternatives will be built in time, despite federal government efforts to underwrite firming power generation.

Origin is planning a 460MW, A$600mn ($385mn) battery at the Eraring site to utilise the existing transmission infrastructure. The firm is also the subject of a takeover bid currently before Australian regulators.
