Portugal to start hydrogen bidding scheme shortly

Portugal will launch its auction scheme for hydrogen and biomethane injections into the gas grid "in a couple of weeks", the country's secretary of state for environment and climate Ana Fontoura Gouveia said at the Investing in Green Hydrogen 2023 conference in London today.

Under the auction scheme designed to provide support for companies' operating costs, a government-backed entity will purchase hydrogen from participating companies to provide the upfront certainty of offtake which will allow them to build hydrogen plants.

Portugal proposes blending these gases into its gas grid to support decarbonisation efforts. This relieves hydrogen producers from the need to find an individual offtake partner to move ahead, which has proved generally difficult for the nascent sector which faces high costs. The government is stepping in to fill the gap between supply and demand, which is natural in a new industry, Fontoura Gouveia said.

This is one of a range of measures that Portugal has set out to attract project developers to the country such as "cutting red tape" by eliminating environmental assessments for green hydrogen projects, Fontoura Gouveia said. The country's subsidy allocation programme for capital costs attracted 50 interested parties in the first round, and Portugal will soon launch a second round, she added. It has also set up a government team focused on supporting hydrogen project developers.

Portugal has attracted hydrogen project proposals which would bring €16bn and 11,000 jobs to the country if they are realised, which is a signal of the trust developers have placed in the government, Fontoura Gouveia said.

The minister also stressed Portugal's advantages of low-cost renewable power in Europe, a grid which is already 60pc renewable and is targeting 85pc by 2030, and a stable and predictable regulatory environment for hydrogen project developers. The country's relatively modern natural gas pipeline is also more compatible with hydrogen, compared with some European counterparts, owing to the fact it is only 20 years old, she said. The country is planning to connect to the so-called H2Med pipeline, which would enable exports to the rest of Europe, she added.
