US reciprocal tariffs could hit Brazilian ethanol

Brazil's growing ethanol industry is a likely target for "reciprocal" US tariffs that President Donald Trump plans to impose on products from countries that he says discriminate against US imports.

In announcing the plan Thursday to raise US import tariffs to the same level foreign countries charge on US exports, Trump did not specify which countries and products would face the new levies. But a White House fact sheet specifically mentions Brazil's treatment of US ethanol as an unfair practice worth addressing. "The US tariff on ethanol is a mere 2.5pc. Yet Brazil charges the US ethanol exports a tariff of 18pc," the White House said.

The US produces more ethanol than any other country, almost all derived from corn. Brazil, the world's second largest ethanol producer, largely uses sugarcane as a feedstock but has a fast-growing corn ethanol industry, too.

The disparity in tariff rates has long frustrated US producers, who have become reliant on export markets since ethanol's growth in the US is limited by rising vehicle fuel efficiency, electric vehicle adoption and regulatory constraints on higher blends. The US exported more than 1.9bn USG of ethanol last year according to the Renewable Fuels Association, an all-time high.

Renewable Fuels Association general counsel Ed Hubbard told Argus last week that his organization raised the issue of Brazilian tariffs with Trump transition staffers, and the office of senator Chuck Grassley (R-Iowa) said he discussed the same at a recent meeting with Jamieson Greer, Trump's nominee to be US trade representative. Greer said at a recent Senate hearing that Brazil's tariff on US ethanol was among his top priorities.

Federal agencies are planning to review trade disparities and report back by 1 April, potentially giving countries like Brazil some time to consider policy changes that might avoid tariffs. Hubbard said he sees the threat of tariffs as a tool to bring Brazil back to the negotiating table on reducing its own restrictions, potentially allowing more US ethanol to enter the country and meet increasingly ambitious national targets for biofuel adoption.

At the same time, Brazil could negotiate for changes to US trade barriers, such as a tariff rate quota system for sugar imports and a new 25pc tariff on steel and aluminum imports.

If the US does ultimately increase taxes on Brazilian ethanol, trade flows might not change much in the near term. Ethanol trade between the two countries has already dropped off significantly, and the US is oversupplied with renewable fuels used to meet federal blend mandates. While essentially all foreign ethanol in the US is from Brazil, the US imported less fuel ethanol in 2024 than in at least 30 years.

But new tariffs would hurt LanzaJet, a US biofuel producer with a plant that imports Brazilian ethanol and refines it into sustainable aviation fuel (SAF). While the company says it can and does use other feedstocks, federal and state clean fuel programs treat Brazilian sugarcane ethanol as lower-carbon. LanzaJet thus earns larger subsidies for producing fuel from sugarcane ethanol than if it used more corn ethanol, which is generally too carbon-intensive to qualify for a new US biofuel tax credit.

"Tariffs impacting nascent industries like SAF will undoubtedly hurt the United States' potential to continue to lead in this space — limiting our ability to import necessary resources and export our own for the global market, given aviation is a global industry," LanzaJet vice president for corporate affairs Meg Whitty said.

UK GHG emissions fell by 4pc in 2024

London, 27 March (Argus) — The UK's greenhouse gas (GHG) emissions fell by 4pc year-on-year in 2024, provisional data released by the government today show, driven principally by lower gas and coal use in the power and industry sectors. GHG emissions in the UK totalled 371mn t of CO2 equivalent (CO2e) last year, the data show, representing a fall of 54pc compared with 1990 levels. The UK has legally-binding targets to cut its GHG emissions by 68pc by 2030 and 81pc by 2035 against 1990 levels, and to reach net zero emissions by 2050. The electricity sector posted the largest proportional year-on-year fall of 15pc, standing 82pc below 1990 levels at 37.5mn t CO2e. The decline was largely a result of record-high net imports and a 7pc increase in renewable output reducing the call on coal and gas-fired generation, as well as the closure of the country's last coal power plant in September , which together outweighed a marginal rise in overall electricity demand, the government said. Industry posted the next largest emissions decline of 9pc, falling to 48.3mn t CO2e, or 69pc below 1990 levels, as a result of lower coal use across sectors and the closure of iron and steel blast furnaces. Fuel supply emissions fell by 6pc to 28.4mn t CO2e, 63pc below where they stood in 1990. And emissions in the UK's highest-emitting sector, domestic transport, fell by 2pc to 110.1mn t CO2e, 15pc below 1990 levels, as road vehicle diesel use declined. Emissions in the remaining sectors, including agriculture, waste and land use, land use change and forestry (LULUCF), edged down collectively by 1pc to 67.2mn t CO2e, some 50pc below 1990 levels. Only emissions from buildings and product uses increased on the year, rising by 2pc as gas use increased, but still standing 27pc below 1990 levels at 79.8mn t CO2e. UK-based international aviation emissions, which are not included in the overall UK GHG figures, rose by 9pc last year to reach pre-Covid 19 pandemic levels of 26.1mn t CO2e, the data show. Singapore, 27 March (Argus) — Privately-held airline Virgin Australia and state-owned carrier Qatar Airways will partner with bioenergy firm Renewable Developments Australia (RDA) on a sustainable aviation fuel (SAF) project near the city of Charters Towers in northern Queensland state. The project seeks to build an alcohol-to-jet (AtJ) facility with a nameplate capacity of 96mn litres/yr of SAF to be supplied to nearby airports, most likely to terminals at Townsville and Cairns city. The refinery is in the pre-final investment decision stage and is aiming to reach first output in early 2029, according to RDA. "Our SAF facility will be a fully integrated production site, generating sustainable fuel from bioethanol derived from locally grown sugarcane," RDA managing director Tony D'Alessandro said on 27 March. SAF by-products will be used to generate renewable power on-site and increase sustainability credentials, RDA said. Qatar last year agreed to buy a 25pc stake in Virgin , Australia's second-largest airline, with plans to increase international flights to Australia using Qatar planes wet leased by Virgin approved last month. The development comes after Virgin last week agreed to a deal with Australian refiner Viva Energy to operate services from the town of Proserpine in north Queensland using a SAF blend for several months this year . North Queensland's sugar industry has attracted interest from other developers of AtJ plants, including Australian bioenergy developer Jet Zero's 113mn l/yr Project Ulysses at Townsville, which has attracted funding from investors including Australian carrier Qantas, Airbus and Japanese energy conglomerate Idemitsu Kosan. Sao Paulo, 26 March (Argus) — A alta demanda por caminhões encareceu os preços de fretes rodoviários de biodiesel na maioria das regiões brasileiras, segundo levantamento feito pela Argus. O Centro-Oeste apresentou a maior alta no volume de biodiesel transportado entre janeiro-fevereiro, com aumento de 35,2pc, para 53,706m³. No período, houve uma alta de 9,4pc nos preços dos fretes da região, para R$147,2/m³. A pesquisa foi realizada a partir de dados enviados pelos principais distribuidores de combustíveis do país, considerando a média ponderada por volume. As regiões Norte e Sudeste, registram avanços de 5,3pc e 4,2pc no carregamento do biocombustível, para 33,635m³ e 175,480m³, respectivamente. Os preços subiram acima de 13pc e 5pc, para R$268,3/m³ e R$237,4/m³. No Sul, as buscas por transporte do biocombustível caíram 7,3pc no Sul, influenciadas pelo aumento do transporte ferroviário. No Nordeste, a queda foi de 6,8pc. Agentes do mercado relataram problemas na contratação de fretes, em função da menor disponibilidade de transporte em um momento de ampla aquisição de volumes e consumo de combustíveis e pelo descasamento de rota – quando o caminhão só consegue fazer um trecho carregado. O consumo de combustíveis tem aumentado devido ao avanço da colheita de soja no país, que hoje supera 75pc das áreas cultivadas, segundo a Companhia Nacional de Abastecimento (Conab). A fiscalização para o cumprimento da mescla do biocombustível no diesel, realizada pela Agência Nacional do Petróleo, Gás Natural e Biocombustíveis (ANP), também impulsionou o consumo. Além disso, os preços de diesel originado na Rússia ficaram mais baratos do que o combustível vendido pela Petrobras desde o início do mês, o que favorece as aquisições do produto para estoque . Esse aumento da compra do combustível fóssil nos portos, especialmente Santos (SP) e Itaqui (MA), também elevou o tempo dos caminhões na estrada e, consequentemente, interferiu na disponibilidade e prazo de cumprimento de fretes de biodiesel. Os gargalos nas operações de coleta de biodiesel levaram distribuidoras a negociarem a participação de produtores nas operações logísticas, aumentando as vendas entregues no terminal por parte das usinas. A disputa na contratação de fretes para transporte de etanol também está entre os fatores citados por participantes de mercado. Os preços dos fretes de etanol subiram 2,7pc na região Centro-Oeste. Com o aumento na demanda por combustíveis em fevereiro na comparação com o janeiro, a distância percorrida cresceu 12,8pc para o transporte de biodiesel na região Centro-Oeste, seguida por um avanço de 11,2pc no Norte e queda de 3,9pc no Sudeste. A expectativa do mercado é de que os preços dos fretes continuem se sustentando, mesmo após o fim da colheita de soja no país. O início da safra de cana de açúcar 2025-26, em 1º de abril, também exerce pressão de alta entre os fretes de biocombustíveis. London, 26 March (Argus) — The UK is aiming to reduce fuel lifecycle greenhouse gas (GHG) emissions in its domestic shipping by 30pc by 2030 and 80pc by 2040 compared with 2008 levels, reaching zero by 2050. The goals are "intentionally ambitious", the UK government said, and will be supported by both domestic and international policy measures as set out in its new maritime decarbonisation strategy. The first phase of the strategy "will rely on existing IMO regulation" to improve vessel efficiency this decade, the government said. The second phase will centre on larger vessels. One key policy in the strategy is pricing maritime emissions, which the government expects to do through a combination of pushing for the IMO to introduce a global shipping GHG levy from 2027, and the government's existing plan to extend the UK emissions trading scheme (ETS) to domestic maritime emissions from next year. The government will "work to understand how these schemes interact, and to avoid any double charging of emissions", it said. It is still to consider the feedback to its recent consultation on technical elements of the sector's inclusion in the UK ETS, it added. The government also intends to regulate maritime fuel use, both by pushing for IMO-level standards this year on the GHG intensity of fuels, and implementing domestic UK fuel regulations on which it plans to consult in 2026. Calls for evidence were also published alongside the strategy on both potential requirements for zero or near-zero at-berth emissions, with a formal consultation on this planned next year, and on measures to support the decarbonisation of small vessels and targeted maritime sub-sectors. For the latter, the government expects to focus on vessels "with a clear route to decarbonisation". "Measures for harder-to-decarbonise vessels may not be required until the mid-to-late 2030s," it said. Maritime emissions accounted for 8pc of the UK's transport emissions in 2022, despite having declined by 30pc compared with 1990 levels, government data show. Brazil's Bolsonaro to face trial for coup attempt

Sao Paulo, 26 March (Argus) — Brazil's former right-wing president Jair Bolsonaro will face trial on charges of an attempted coup following his 2022 electoral defeat, the supreme court (STF) ruled today. In February Brazil's prosecutor-general charged Bolsonaro and seven other people — which include some of his former ministers — of plotting to guarantee that the former president stayed in power despite losing the election to current President Luiz Inacio Lula da Silva. The plot included the 8 January 2023 storming of government buildings in the capital of Brasilia and plans to kill his political opponents , the prosecutor-general said. STF's five-judge panel voted unanimously to put Bolsonaro on trial, with top judge Alexandre Moraes saying that the 8 January insurrection was a result of "systematic efforts" by Bolsonaro and his aides to discredit the election he lost. If convicted, Bolsonaro could face up to 40 years in jail. He is charged with five crimes, including leading an armed criminal organization, attempted coup and threatening to harm "the Union's assets." Although it is not clear when court proceedings will begin, they are expected this year, which is unusually fast for Brazil's justice system. "They are in a hurry, big hurry," Bolsonaro said of the legal proceedings on social media platform X, adding that the case is moving "10 times faster" than Lula's proceeding when he was on trial for the anti-corruption Car Wash investigation. Lula was eventually found guilty of money laundering and corruption and jailed in April 2018, but was later acquitted and freed in November 2019. Bolsonaro also added that the trial is politically motivated. "The court is trying to prevent me from being tried in 2026, because they want to stop me from running in the elections," he added. Brazil will hold presidential elections in October 2026. The electoral court voted in June 2023 to make Bolsonaro ineligible to run for any public office until 2030. But he is still seen as a major political force in the country. It is unclear who will serve as Bolsonaro's successor for more conservative voters, although Sao Paulo state's governor Tarcisio de Freitas has emerged as the most likely candidate. Bolsonaro — who sat in the president's seat from 2019-2022 — also faces several other legal challenges to his conduct as president, including allegations of money laundering, criminal association and embezzlement for allegedly receiving jewelry as gifts from Saudi Arabia related to the sale of state-controlled Petrobras' 330,000 b/d Landulpho Alves refinery in northeastern Bahia state to the UAE's Mubadala Capital. But none of these allegations have moved forward in the judiciary. During his administration, Bolsonaro privatized several state-owned energy assets and put little priority on environmental protections, policies that Lula has since reversed.
