UK oil, gas industry to miss 2040 CO2 target: Regulator

The UK's oil and gas industry is on track to hit its 2030 emission reduction target, but it will miss its 2040 goal if it fails to increase investments to electrify offshore assets, the upstream regulator NSTA said today.

The UK's oil and gas industry has a target to cut emissions by 50pc by 2030 and 90pc by 2040, from a 2018 baseline, to reach net zero by 2050. Emissions intensity — the GHG emitted for producing one barrel of oil equivalent — for offshore fields in the UK was 24kg CO2 equivalent (CO2e) per barrel in 2024, unchanged from 2023, as "reductions in emissions kept pace with the drop in production".

NSTA warned that if UK operators fail to take actions to cut emissions, the country's production could become more "environmentally harmful than alternative sources over time". "This would weaken the case for domestic production," NSTA said.

Without "significant new action" projected reductions will continue to lag behind longer term ambitions, it said, adding that "serious investment" is needed to meet the 2040 target.

The industry's emissions fell again in 2024, by 34pc compared with 2018, putting the industry's 2030 target "well within reach", according to NSTA. Emissions have decreased as a result of investments in flaring reduction technologies and fuel-efficient or low-carbon power generation, NSTA said, noting that for offshore, excluding terminals, half of the cuts came from assets ceasing production. Combustion of hydrocarbon for power generation still made up 80pc of emissions from offshore fields last year. Flaring decreased by 4.8pc on the year in 2024, dropping by 51pc compared with 2018. The industry pledged to stop routine flaring by the end of 2030. "Operators recently sanctioned a small number of flaring reduction projects and a partial-electrification scheme, which are welcome, but many initiatives are still in the planning stages," NSTA said.

"Electrification is recognised as a significant opportunity for achieving the greatest emissions reductions across the basin," NSTA said as it is working to support the implementation of offshore electrification strategies. The regulator warned that progress remains contingent on alignment between grid application timelines, connection dates and operator expectations. "Delays in approvals or infrastructure readiness could limit both the pace and scale of delivery."
