US' Alcoa permanently shutters Australian alumina plant

US aluminium producer Alcoa has decided to permanently shutter its 2.2mn t/yr Kwinana alumina refinery over cost and ore challenges, the firm announced today. Alcoa initially paused the plant in July 2024.

The company's decision was driven by the age of the plant, high costs, market conditions, and bauxite grade issues, it said on 30 September. It remains committed to its other Australian operations.

Alcoa has not announced a full plant closure timeline. But it will be an extensive process, Alcoa Australia president Elsabe Muller told Argus.

Alcoa's Kwinana port and rail operations will continue to import raw materials and export alumina for its remaining Western Australia (WA) mines and refineries, Muller said.

The company produces 7.6mn t/yr of alumina at its Pinjarra and Wagerup alumina refineries and 30.5mn t/yr of bauxite at its Huntly and Willowdale mines in WA.

The permanent closure of Alcoa's Kwinana refinery could impact caustic soda and carbon credit markets, in addition to alumina markets. The plant consumed approximately 220,000 t/yr of caustic soda before it paused production, accounting for 10pc of Australia's caustic soda imports, according to Argus estimates in 2024.

Alcoa also surrendered 52,729 Australian Carbon Credit Units (ACCUs) and 37,849 Safeguard Mechanism Credits (SMCs) under the Safeguard Mechanism — Australia's excess carbon pricing scheme — for scope 1 CO2-equivalent emissions generated over the 2023-24 financial year to 30 June.

The company is not the only metal refiner facing challenges. Australian federal and Queensland state government authorities offered global producer Glencore a support package for its Mount Isa copper smelter and Townsville refinery on 17 September.

Glencore placed the plants under strategic review in April. It expects the two plants to lose A$2.2bn ($1.5bn) over 2025-31 as a base case scenario, the company told staff on 23 July.
