VG files expansion plan to double Plaquemines LNG

US LNG producer Venture Global filed an application on 17 November with the Federal Energy Regulatory Commission (FERC) to add 31mn t/yr of liquefaction capacity to its 27.2mn t/yr Plaquemines export facility south of New Orleans, Louisiana.

The developer plans to begin construction in early 2027, with first production targeted by the end of 2028. The expansion would add to what is already the second largest LNG export facility in the US, though it is still undergoing commissioning activities.

The Plaquemines expansion includes 32 modular liquefaction trains paired into 16 blocks, similar to the existing 36 trains at the facility, which Venture Global plans to build incrementally in three phases. The project will add one marine berth to the site's existing three and includes two additional 710MW combined-cycle gas-fired power plants, which each will consist of five gas turbine generators and two steam turbine generators. The US Coast Guard issued a letter of recommendation for the expansion in October, confirming the waterway on the Mississippi River can accommodate the additional ship traffic, Venture Global wrote in the filing.

Despite plans to more than double production, the project does not add LNG storage and will utilize the original facility's four storage tanks, which have a combined capacity of 800,000m³ (about 360,000t, or five LNG cargoes).

The expansion will add a new intrastate pipeline called the Cloud Connector, which is intended to transport gas from Louisiana's Haynesville shale and interconnect with other intrastate pipelines.

Venture Global pre-filed the Plaquemines expansion's application in March, which allowed the company to work with regulators and stakeholders to identify and address potential environmental or community issues. The company plans to file soon for an application with the Department of Energy to export the expansion's volumes to countries that do and do not have free trade agreements with the US.

If built, Plaquemines LNG would surpass Cheniere's 33mn t/yr Sabine Pass plant as the largest in the US. Cheniere has plans to expand Sabine Pass to 52mn t/yr of capacity.

Venture Global has created a business model in which it quickly builds LNG export infrastructure and sells commissioning cargoes on the spot market for longer periods than other LNG companies. Its first facility, the 12.4mn t/yr Calcasieu Pass plant in southwest Louisiana, exported 444 cargoes while commissioning between March 2022 and April 2025. Arbitration proceedings over alleged delays are ongoing.

Plaquemines LNG has loaded 196 cargoes since its first export in late 2024, Vortexa data show. And Venture Global said its third plant, the 28mn t/yr CP2 facility adjacent to Calcasieu Pass LNG, could produce up to 550 commissioning cargoes.

By selling spot cargoes in a prolonged commissioning process, Venture Global realizes much larger profits than it would under its long-term agreements. The company reported a profit of $1.28bn at Plaquemines in the three months ended 30 September, compared to $117mn at Calcasieu Pass, which began its long-term deliveries in April.
