Australia to develop new afforestation ACCU method

The Australian government has prioritised the development of a new reforestation and afforestation carbon-crediting method that might include pongamia trees, which could lead to harvesting of oil seed to be used in biofuel production.

Australian wood-fibre processor and exporter Midway will lead a consortium of organisations to assist with the remake of the Reforestation and Afforestation 2.0 method, which expired on 30 September 2025, assistant minister for climate change and energy Josh Wilson announced today at industry member organisation Carbon Market Institute's (CMI) Carbon Farming Forum in Fremantle, Western Australia.

The consortium will be tasked with examining the inclusion of pongamia trees, Wilson told delegates. This could include the harvesting of timber and oil seeds that can be used as a feedstock for biofuel, he noted.

Potentially adding oil seed harvesting to the remake of the method was first disclosed in June last year, ahead of a public consultation carried out by Australia's Emission Reduction Assurance Committee (Erac).

Midway has been working with UK-Australian mining company Rio Tinto since 2024 on a pilot study to explore the potential of pongamia seed oil as a feedstock for renewable diesel output in northern Queensland.

Rio Tinto proposed the creation of the Sequestration of Carbon from Oil Seed Trees method under Australia's proponent-led development process launched in 2024, but Erac prioritised four other proposals at the time.

The mining firm last year announced it had secured approval for an environmental planting project linked with its pongamia biofuels pilot. It said then it continued to engage with the Department of Climate Change, Energy, the Environment and Water on the creation of a new ACCU method.

The remake of the reforestation and afforestation method will be the third to progress under the proponent-led process, following announcements earlier this year about new alternative waste treatment and beef cattle herd management methods.

The ACCU market has been oversupplied but is expected to go through a shift in the supply-demand balance within the next few years due to increasing demand from the reformed safeguard mechanism and slow method development.

Argus assessed generic ACCU prices at A$37.50/t ($26.66/t) of CO2 equivalent on 20 May, up by A$0.10/t CO2e on the day.

London, 20 May (Argus) — The global pace of electrification should urgently increase, to fight climate change, president-designate of the forthcoming UN Cop 31 climate summit Murat Kurum said today at the Copenhagen climate ministerial in Denmark. Kurum pointed to "electrification as a critical frontier of the transition", and called for more of the share of final energy consumption to be met by electricity. It stands at around 20pc, but increases to more than 27pc by 2030 in the net zero emissions scenario from energy watchdog the IEA. "To achieve this mission, decarbonising power generation is essential. However, it is not enough", said Kurum, who is also Turkey's climate minister. Several countries have made their biggest emissions reductions by decarbonising power — usually by closing coal-fired power plants and building up renewable energy capacity. It is typically a more achievable goal than the more fragmented task of decarbonising transport or domestic heating. Turkey is hosting this year's Cop summit in Antalya, on 9-20 November, while Australia will lead negotiations. Kurum in April presented Turkey's action agenda for Cop 31, which focused on electrification, ramping up renewable energy and energy efficiency, climate finance, methane emissions reduction and clean cooking. But phasing out fossil fuels — the combustion of which is responsible for the majority of CO2 emissions — did not make the priority list. The Copenhagen climate ministerial is hosted by the Danish government, along with Cop 30 president Andre Correa do Lago and Kurum. It is a private meeting, which allows the Cop presidency and country representatives to discuss priority topics for Cop, and the halfway point talks in June, hosted in Bonn, Germany, by UN climate body the UNFCCC. The ministerial "is an opportunity for ministers to come together and discuss, debate, and forge a clearer collective vision for the road to Cop 31", said associate director of climate diplomacy and geopolitics at think-tank E3G Kaysie Brown. Singapore launches carbon credit financing coalition

London, 19 May (Argus) — Singapore has launched a multi-sector coalition to boost corporate demand and direct financing for high-integrity carbon credits, the minister for trade and industry said today. The coalition government aims to procure at least 10mn carbon credits by 2030, it said. It will set up a financing facility to channel capital into early-stage projects that generate carbon credits which meet robust integrity standards, such as those developed by the Integrity Council for the Voluntary Carbon Market. The coalition will also establish its own project assessment and management process to help corporate buyers purchase credits. The coalition aims to "improve market integrity, strengthen practices, and give companies greater confidence in purchasing high-integrity carbon credits", it said. The coalition is also partnering with buyers group the Symbiosis Coalition to exchange best practices, it said. The coalition will operate as a Singapore-based non-profit organisation. It is supported by government agency Enterprise Singapore, Japanese trading firm Mitsubishi, Brazilian mining group Vale, utility Osaka Gas, China's largest battery producer, CATL and Chinese technology conglomerate Tencent, as well as investment platform Genzero, Australian carbon investment company Carbon Growth Partners, climate finance company Climate Bridge, the Climate Impact X exchange, carbon credit management firm Rubicon, consulting firm Bain and non-governmental organisation WWF Singapore. Transition credits can shift SE Asia from coal: IEA

Singapore, 18 May (Argus) — Transition credits can help southeast Asia accelerate its coal transition while maintaining energy security and grid reliability despite the ongoing energy crisis arising out of the US-Iran war, according to a report released today by the International Energy Agency (IEA). The US-Iran war has heightened volatility in energy markets, making existing coal assets more economically viable for much of Asia in the short-term. Coal remains critical to meet growing energy demand and fulfil power system needs, and governments in southeast Asia have raised coal-fired power generation to ensure electricity supply and address fuel supply risks, the IEA said in its Financing the Modernisation of Power Systems Beyond Coal report. Countries in developing Asia accounted for almost 75pc of global coal-fired power capacity in 2024, with around 80pc of these plants younger than 20 years. These coal plants would emit over 280 gigatonnes of CO2 to 2100, or more than 85pc of projected global coal-related emissions, if current utilisation rates and standard lifetimes are maintained. Southeast Asia's coal transitions require scaling up replacements. Substituting 1GW of coal would require 1.5-2GW of onshore wind or 3-4GW of solar power, unless complemented by storage or other firm resources, the report said. The region needs around $20bn/yr in investments to 2050 to reduce coal-fired power emissions. Out of this amount, 70pc should go towards replacing coal power with solar and wind. Mobilising this amount requires supportive regulatory frameworks, as well as international public finance to help unlock private investment. Transition credits Transition credits are a type of high-integrity carbon credits issued from verified power sector emission reductions. These credits can improve the economic viability of the coal transition by offering a market-based revenue stream linked to emissions outcomes. There are already project-based transition credits that are publicly available or under development, such as the South Luzon thermal energy plant in the Philippines. Transition credit demand is currently limited, but compliance markets could be a source of demand in the future, the report said. But demand also depends on price. Carbon credit prices are dependent on factors such as the type of market the credits are eligible for and their perceived integrity. Transition credits could sell at $14-45/t of CO2 equivalent (CO2e), the IEA said, which is higher than other types of carbon credits such as clean cooking carbon credits which cost around $6.25/t CO2, but lower than direct air capture carbon credits, which are priced at $500/t CO2e. To realise the full value of transition credits, governments should entrench coal transition pathways in credible national policy frameworks to improve policy predictability and provide market participants with more confidence to plan viable emissions reduction strategies, the report said. This also means integrating coal transition pathways and transition credits into power system planning because reducing emissions while ensuring reliable electricity supply requires co-ordination between transition initiatives and plans for replacement capacity, grid infrastructure, flexibility and energy efficiency. Transition credit methodologies should also be developed further as they are currently largely designed for pilot projects and mainly focus on early coal plant retirement. They could evolve alongside power system planning to make sure that transition credit projects are in line with the relevant country's energy security targets. Q&A: VCM demand shifts to long-term offtake: NativState

London, 15 May (Argus) — US-based improved forest management (IFM) project developer NativState has issued almost 5mn avoidance and removal credits across six projects. The company expects to generate over 40mn forest carbon avoidance and removal credits, based on current enrolled acreage and modelled baseline scenarios under the American Carbon Registry. Vice-president of partnerships Michael Casey spoke to Argus about high-quality and integrity markets for buyers, shifting baselines in IFM project development, and growing demand for long-term offtake. How important are long-term offtake agreements to building a robust supply pipeline for IFM projects? Long-term offtake agreements are critical to building a robust supply pipeline for IFM projects, particularly for projects that focus on small landowner aggregation. These agreements unlock demand and carbon revenue certainty over a 5–15-year horizon. One of the key drivers of NativState's current scale is its long-term offtake agreements, and we expect continued growth through the execution of additional offtake agreements in the future. What high-quality markers are of most interest to buyers? Every buyer approaches the market with their own unique criteria and priorities. Broadly speaking, the factors that matter most to corporate carbon credit buyers are clear additionality, carbon accounting rigour, and dynamic baselines. Other key considerations include CCP [Core Carbon Principles] labels, investment-grade independent ratings, durability, and meaningful environmental and social co-benefits such as improved biodiversity and water quality. Independent ratings also serve different functions for different buyer archetypes. For example, direct enterprise buyers typically do their own diligence, whereas smaller buyers or intermediaries may use ratings as a gatekeeping heuristic. Across the board, companies remain focused on mitigating reputation risk and strengthening the credibility of both the project and the buyer's associated climate claims. Strong performance across the attributes mentioned earlier helps mitigate that risk, particularly when reinforced by a third-party stamp of approval such as CCP labels. Could buyer demand cause developers to shift their IFM project pipeline from static to dynamic baselines? Yes, this is a shift that is already under way. Methodologies with dynamic baselines have secured CCP labels for both avoidance and removals, and demand for these credits is increasingly outpacing demand for non-CCP labelled projects. As one of the first developers to deploy IFM credits with dynamic baselines at scale, we've seen first hand that this approach is inherently more conservative and can provide greater confidence in both the project's carbon accounting and the claims ultimately made by the project or credit buyer. How has demand from US buyers evolved during the Trump administration? In 2026, the volume of demand observed by NativState has greatly outpaced what we saw during the same time periods in 2025 and 2024. Top US credit buyers are transitioning from annual spot purchases to long-term offtake to shore up supply and pricing certainty. Buyers who completed no spot transactions in 2024 are now actively executing between the first and second quarters of 2026. Since the emergence of the ICVCM's CCP label, VCMI's Claims Code, and top buyers pioneering frameworks and best practices for sourcing high-quality carbon credits (for example, Microsoft's Criteria for High-Quality CDR), we certainly have seen an increase in demand for high-quality credits, regardless of the administration's posture on carbon and ESG-related topics. What will be the key trends shaping demand in the voluntary carbon market in 2026? The most significant structural shift is the move from transactional spot purchases to long-term offtake portfolios. Buyers that spent the past two years on the sidelines are now seeking multi-year supply certainty, and that changes the commercial conversation from price per tonne to counterparty quality and long-term delivery confidence. At the same time, the definition of a "quality" credit is expanding beyond carbon accounting rigour to include where a project is located. At NativState, the majority of our projects are developed in the US south, the country's timber basket, which produces roughly 55-60pc of US timber. Focusing on a region of the US where harvest pressure is real creates a clear through line to additionality. Regional co-location, or sourcing credits from forests near a buyer's operational footprint that deliver measurable benefits for water, biodiversity, and rural communities, is increasingly becoming a meaningful procurement criterion, and we expect that premium to continue to widen. IFM is well-positioned to capture both trends, as one of the only nature-based-solution categories generating verified avoidance and removal credits at scale under CCP-labelled methodologies. Another consequential near-term catalyst is SBTi's softening position on beyond-value-chain solutions. If high-quality credits can be applied toward near-term targets rather than only residual emissions, the addressable buyer pool expands significantly, and urgently. London, 14 May (Argus) — Major financial institutions lack "robust commitments" to restrict or end the financing of fossil fuels, data from non-profit organisation World Benchmarking Alliance (WBA) show today. WBA assessed 400 financial institutions, including banks, insurers, asset managers and asset owners. Of these, just two — Dutch bank ING and Swiss bank Zurcher Kantonalbank — have commitments to both phase out existing exposure to fossil fuels and stop new financing flows, WBA found. Of the institutions it evaluated, 15pc reported on financed fossil fuel activity, WBA added. Financial institutions' reporting on their finance for "low-carbon solutions" was higher, at 26pc, WBA found. Moving away from financing fossil fuels is "a step companies must take to demonstrate credible transition strategies and address escalating energy risks", WBA said. Fossil fuel combustion accounts for around 70pc of global greenhouse gas emissions. Of the financial institutions it assessed, more than a third "have initial signs of transition planning towards a low-carbon economy", WBA said. But it pointed to "major gaps" in the plans' credibility. For WBA to deem the transition plans as credible, they must have "sectoral targets for financing low-carbon solutions" for 2030, in line with a 1.5°C pathway. Banks lead the way, according to WBA data, with a "time-bound" and 1.5°C-aligned financing target present in a fifth of their transition plans. But such targets are included in far fewer plans from insurers, pension funds and asset managers, at 10pc, 7pc and just under 3pc, respectively, WBA found. The Paris climate agreement seeks to limit the global rise in temperature to "well below" 2°C above pre-industrial levels, and pursues a 1.5°C threshold. Some financial institutions have rolled back on climate-related pledges or action in recent months, most notably in the US . UK bank NatWest has removed some prohibitions on financing oil and gas producers , while UK-based HSBC and Spain's Santander have "weakened commitments to shift capital away from high-polluting clients", non-governmental organisation ShareAction said. Net zero investor initiative Net Zero Asset Managers (NZAM) relaunched in late February with weakened climate targets. And members of the equivalent initiative for banks, NZBA, voted in October to wrap up the alliance . The group's guidance for banks on setting climate targets remains available.
