Oman registers first CDM CO2 reduction project

London, 21 August (Argus) — The UN's clean development mechanism (CDM) has registered a gas recovery project attached to an existing oil well in Oman, to become the country's first greenhouse gas (GHG) emissions reduction project under the Kyoto protocol.

The project, which will recover gas produced as a by-product of the oil production process which would otherwise by disposed of by flaring, could produce an average of 775,250 certified emission reduction (CER) credits per year over its 2013-19 crediting period.

Equipment for the separation, compression and processing of the gas has been added to an existing oil production site at block 9 of Oman's Safah oil field. The project, registered at the end of July, reduces GHG emissions as the utilisation of recovered gas is expected to displace the use of other fossil fuels among end-users.

The project brings the list of countries with registered CDM projects to 89 since registrations began in 2004. But the number of newly registered CDM projects has declined in recent months as revenues available from the sale of CERs have fallen. On average, 271 projects were newly registered each month in 2012, compared with an average of 50 between January and July 2013.

The current CER price is too low to cover the costs of emissions monitoring, reporting and verification in some projects, according to the World Bank's carbon finance unit.

The benchmark contract price dropped to €0.24/t CO2 equivalent (CO2e) on 17 April from €14/t CO2e in May 2011, and closed at €0.61/t CO2e yesterday. But some projects produce enough revenue independent of CER sales to cover these costs — brining into question the "additionality" of the project, or whether the project would have happened even without CDM funding.
