UNFCCC meeting lays groundwork for climate finance

London, 13 September (Argus) — The work programme of the United Nations Framework Convention on Climate Change (UNFCCC) on long-term climate finance concluded its activities for 2013 at a three-day event held in Incheon, South Korea, yesterday.

Governments, banks, NGOs and businesses completed a year of deliberations that laid the groundwork for scaling up global climate finance to $100bn/yr by 2020, as pledged by UNFCCC parties in 2011 at the UN climate summit in Durban.

This year's work was mainly focussed on identifying different pathways and policies that can deliver on this pledge. Activities in 2013 included technical workshops and webinars, as well as the virtual participation of stakeholders by webcast and social media.

"The platform has provided an opportunity for practitioners from governments to informally exchange insights to inform, and not replicate, the climate negotiations. I believe the resulting common understanding will allow the shift in investments to proceed faster," said work programme co-chair Mark Storey.

Stakeholders worked on pathways to scale up climate finance and strengthen policy environments that drive clean technology investments and climate change adaptation in developing countries.

“The building blocks for scaling up climate finance are becoming increasingly clear, and our joint understanding of precisely what needs to be done is growing. It is now a matter of translating this emerging understanding into political action," co-chair Naderev Sano said.

The co-chairs will report back to governments at the UN climate change conference in Warsaw on 11-22 November. The report, which will soon be released, will also be used to inform a ministerial-level finance event in Warsaw, the UNFCCC said.
