Power outage shuts Venezuelan refinery

A power outage shut down Venezuelan state-owned PdV's 635,000 b/d Amuay refinery last night and disrupted some crude processing operations at the nearby 305,000 b/d Cardon refinery.

Energy and mines minister Asdrubal Chavez said Amuay´s operations would be fully restored within 48 hours.

The Amuay and Cardon refineries, which jointly comprise PdV's 940,000 b/d CRP refining complex on the Paraguana pensinsula in Falcon state, have operated as an integrated downstream unit since the early 1990s.

Chavez described the power outage at Amuay as a "strange occurrence," suggesting as on previous occasions that saboteurs may have been responsible.

Futpv oil union director Ivan Freites, a frequent critic of PdV, told Argus that up to five days may be required to safely restart all of the refinery´s units.

Freites, who was fired by PdV in June 2014, also blamed last night's power outage on "severe operational problems with Amuay's steam boilers" and "years of insufficient maintenance by PdV."

Freites warned that Amuay is at risk of another major accident. A 2012 olefins explosion at the facility killed more than 40 people.

Amuay should remain off line completely until PdV completes major repairs to its flexicoker, distillation, alkylation and petroleum coke plants, Freites added.

Some crude processing operations at nearby Cardon were also affected by last night's blackout because the two refineries operate as an integrated unit, Freites said.
