US refinery workers expand strike to Motiva

Union refinery workers expanded a national work stoppage to the US' largest refinery and planned to add two more Louisiana facilities as the nation's biggest refinery strike in decades headed into its third week.

United Steelworkers (USW) began an immediate work stoppage late 20 February at Motiva's 600,000 b/d refinery in Port Arthur Texas and gave a 24-hour strike notice at the Saudi Aramco and Shell joint venture's 225,000 b/d Norco and 225,000 b/d Convent refineries in Louisiana.

Shell, the lead negotiator for the refining industry in national negotiations with the union, could not be immediately reached for comment. USW also plans to begin a stoppage at Motiva's Norco Chemical plant.

"We're committed to reaching a settlement that works for both parties" said USW Vice President Tom Conway, "but adequate staffing levels, worker fatigue and other important safety issues must be addressed."

The weekend's expansion brings the number of refineries affected by the most widespread work stoppages since 1980 to 12 refineries and 15 total sites. USW national negotiators are seeking higher wages and for refiners to use fewer contract workers, which the union said threatens plant safety.

Refiners have turned to supervisors and engineers to continue operations. Tesoro chose to shut its 168,000 b/d Golden Eagle refinery in Martinez, California, which was operating at reduced rates for maintenance at the time.

Stoppages began 1 February at the 268,000 b/d LyondellBasell refinery in Houston, Texas; Marathon Petroleum's 475,000 b/d refinery in Texas City and 240,000 b/d refinery in Catlettsburg, Kentucky; Shell's 340,000 b/d joint venture refinery in Deer Park, Texas, and an adjacent chemical plant; and at Tesoro's 120,000 b/d Anacortes, Washington, 260,000 b/d Carson, California, and Golden Eagle refineries. USW workers at BP's 410,000 b/d refinery in Whiting, Indiana, and 157,000 b/d joint venture refinery in Toledo, Ohio, joined the stoppage in its second week.

Workers at Phillips 66 and Valero refineries and at ExxonMobil's 348,000 b/d refinery in Beaumont, Texas, are working under a rolling 24-hour contract extensions. Workers at Tesoro's 68,000 b/d Mandan, North Dakota, initially gave notification of a plan to strike but quickly withdrew, the company said.
