Chuvas no Rio Grande do Sul alagam o estado

O estado do Rio Grande do Sul continua sendo afetado pelas fortes chuvas que começaram em 29 de abril, levando o governo a decretar estado de emergência em 2 de maio.

Os maiores volumes de chuva atingiram as áreas centrais do Rio Grande do Sul, com cidades recebendo chuvas entre 150mm a 500mm, de acordo com dados da Empresa de Assistência Técnica e Extensão Rural (Emater-RS) do Rio Grande do Sul. A estação de monitoramento da cidade de Restinga Seca, no centro do estado, registrou o recorde de quase 540mm.

As chuvas no Rio Grande do Sul superaram 135mm na maior parte do estado, de acordo com o Instituto de Meteorologia dos Estados Unidos (Noaa, na sigla em inglês). Enquanto isso, nas demais regiões do Brasil prevaleceu o clima seco.

O NOAA espera que as chuvas diminuíam nesta semana, mas as condições climáticas adversas devem continuar.

Até 3 de maio, 154 trechos de 68 rodovias estavam totalmente ou parcialmente bloqueadas, de acordo com a Defesa Civil do estado.

A usina hidrelétrica 14 de julho, com capacidade de 100MW, também foi afetada e teve sua operação parcialmente rompida.

O porto do Rio Grande não suspendeu as operações, porém a movimentação está mais lenta. Apesar das chuvas intensas, as taxas de demurrage e o tempo de espera para atracação e desembarque ficou estável em $1/tonelada (t) e os custos totais para a movimentação de fertilizantes permaneceram em $19/t.

Porém, participantes de mercado esperam que a situação mude nos próximos dias, o que deve aumentar as taxas de demurrage. Se a chuva não parar e os níveis do Rio Guaíba continuarem subindo, é provável que algumas áreas do porto inundem nos próximos dias, como aconteceu no porto de Porto Alegre.

Em meio a movimentação de carga mais lenta, dificuldades logísticas e a demanda para serviços de transporte de fertilizantes, que já estava baixa, o frete de fertilizante na rota Rio Grande-Dourados, monitorada semanalmente pela Argus, caiu em média R$20/t, para R$225-250/t.

Excesso de chuva pode prejudicar safra de soja

O Rio Grande do Sul está colhendo a safra de soja 2023-24, que deve ser a segunda maior do país nesta temporada.

Os trabalhos alcançaram 76pc da área esperada no estado até 2 de maio, avanço de 10 pontos percentuais na semana, apesar do excesso de chuvas, segundo a Emater-RS.

Os agricultores aproveitaram as janelas mais curtas de clima favorável— ou quando as chuvas diminuíram — para intensificar as atividades de campo, especialmente nas áreas em que eram esperadas produtividades maiores e que não foram profundamente afetadas pela seca no início do ano.

Os níveis de umidade dos grãos colhidos são considerados acima da média e vão necessitar de mais investimentos no processo de secagem. Algumas áreas reportaram germinação prematura e queda das plantas em razão do excesso de umidade.

A Emater-RS mantém a produtividade média do estado projetada em 3.329 kg/hectare (ha), com os resultados recentes permanecendo dentro das projeções anteriores, de acordo com o boletim de 2 de maio, divulgado semanalmente pelo órgão. Com isso, ainda é esperado que a produção de soja do Rio Grande do Sul alcance o recorde de 22,2 milhões de t.

No entanto, participantes de mercado concordam que as projeções para o estado devem cair nas próximas semana, uma vez que os estudos de campo começam avaliar com precisão os prejuízos causados pelo excesso de chuvas.

Sao Paulo, 26 March (Argus) — Brazil's former right-wing president Jair Bolsonaro will face trial on charges of an attempted coup following his 2022 electoral defeat, the supreme court (STF) ruled today. In February Brazil's prosecutor-general charged Bolsonaro and seven other people — which include some of his former ministers — of plotting to guarantee that the former president stayed in power despite losing the election to current President Luiz Inacio Lula da Silva. The plot included the 8 January 2023 storming of government buildings in the capital of Brasilia and plans to kill his political opponents , the prosecutor-general said. STF's five-judge panel voted unanimously to put Bolsonaro on trial, with top judge Alexandre Moraes saying that the 8 January insurrection was a result of "systematic efforts" by Bolsonaro and his aides to discredit the election he lost. If convicted, Bolsonaro could face up to 40 years in jail. He is charged with five crimes, including leading an armed criminal organization, attempted coup and threatening to harm "the Union's assets." Although it is not clear when court proceedings will begin, they are expected this year, which is unusually fast for Brazil's justice system. "They are in a hurry, big hurry," Bolsonaro said of the legal proceedings on social media platform X, adding that the case is moving "10 times faster" than Lula's proceeding when he was on trial for the anti-corruption Car Wash investigation. Lula was eventually found guilty of money laundering and corruption and jailed in April 2018, but was later acquitted and freed in November 2019. Bolsonaro also added that the trial is politically motivated. "The court is trying to prevent me from being tried in 2026, because they want to stop me from running in the elections," he added. Brazil will hold presidential elections in October 2026. The electoral court voted in June 2023 to make Bolsonaro ineligible to run for any public office until 2030. But he is still seen as a major political force in the country. It is unclear who will serve as Bolsonaro's successor for more conservative voters, although Sao Paulo state's governor Tarcisio de Freitas has emerged as the most likely candidate. Bolsonaro — who sat in the president's seat from 2019-2022 — also faces several other legal challenges to his conduct as president, including allegations of money laundering, criminal association and embezzlement for allegedly receiving jewelry as gifts from Saudi Arabia related to the sale of state-controlled Petrobras' 330,000 b/d Landulpho Alves refinery in northeastern Bahia state to the UAE's Mubadala Capital. But none of these allegations have moved forward in the judiciary. During his administration, Bolsonaro privatized several state-owned energy assets and put little priority on environmental protections, policies that Lula has since reversed. London, 26 March (Argus) — Indian fertilizer producer and importer Coromandel and Jordanian phosphates producer JPMC have agreed a second-quarter phosphoric acid price of $1,153/t P2O5 cfr India with 30 days of credit. The price is up by $98/t P2O5 from the first-quarter price of $1,055/t P2O5 cfr India. The price rise is driven by firming sentiment for DAP import prices in India — because of tight global supply and persistent demand — as well as rising sulphur costs and lower ammonia prices. РТС Holding и КТЖ будут развивать терминал в Поти

Riga, 26 March (Argus) — Казахстанская PTC Holding и госкомпания Казахстан темир жолы (КТЖ) договорились совместно развивать контейнерный терминал в Поти. Стороны договорились о сотрудничестве в развитии объектов терминальной инфраструктуры и привлечении инвестиций для реализации проекта строительства мультимодального контейнерного терминала в грузинском порту. Соответствующий меморандум компании подписали 4 марта в Баку в рамках заседания рабочей группы по развитию Транскаспийского международного транспортного маршрута (ТМТМ). PTC Holding в июне 2023 г. подписал инвестиционное соглашение о реализации проекта с партнерами из Грузии с участием представителей госорганов, банковского сектора и частного бизнеса. Для реализации проекта создано совместное предприятие Poti Transterminal, в котором казахстанской компании и грузинским партнерам принадлежит по 50%. Завершить строительство терминала планируется в конце апреля 2025 г. Стороны договорились, что комплекс в Поти станет частью ТМТМ. Ориентировочная стоимость строительства терминала составляет $10 млн. Общая сумма инвестиций в проект составляет $30 млн. Комплекс расположен на площади в 8 гектаров, его мощность составит 80 тыс. ДФЭ/год. India’s NFL issues tender to buy 100,000t of DAP

London, 26 March (Argus) — Indian fertilizer producer and importer NFL has issued a tender to buy two 50,000t cargoes of DAP, closing on 11 April. NFL wants both cargoes to be shipped by 15 May, one to India's east coast and the other to India's west coast. Offers are to be valid until 18 April and offers for at least 25,000t will be considered. NFL will accept shipment to any port on either coast but would prefer Kakinada, Paradeep or Krishnapatnam on the east coast, and Mundra, Pipavav or Tuna on the west coast. Indian DAP prices have held in the mid-high $630s/t cfr since mid-February, but the latest reported offers are higher.
