First product will be shipped from Azerbaijan state-controlled Socar's 200,000 b/d Star refinery in Turkey in September next year, Socar Turkey Enerji chief operating office Emil Eminov said today.

Construction of the new plant is 99pc complete with commissioning work and testing underway. Initial crude processing could begin "as soon as April" 2018, Eminov told the Argus Azerbaijan International Petroleum Summit.

The plant will be able to run a wide range of Middle Eastern and FSU crudes, with a design specification based on a slate of Iraqi Kirkuk and Russian Urals. Most product will go to the Turkish market, which is a net importer of oil products.

Aminov said the plant will produce around 4.8mn t/yr (100,000 b/d) of diesel, 2mn t/yr of jet (45,000 b/d) and 1.6mn t/yr of naphtha, which will be used as feedstock at Socar's nearby Petkim petrochemical plant. Star will not produce gasoline as demand for the product is limited in Turkey, but it will produce 1.1mn t/yr of reformate, which will be exported initially. Socar eventually hopes to use this in petrochemical production at Petkim.
