Japan to release treated Fukushima water into ocean
The Japanese government has today decided to release a massive amount of treated but still radioactive water from the melted-down Fukushima Daiichi nuclear power plant into the Pacific Ocean, hoping for a breakthrough in the plant's stammering decommissioning work.
Premier Yoshihide Suga's cabinet of ministers today approved a plan to dump the water currently stored in tanks into the ocean, after diluting it below levels required by national guidelines and the World Health Organization to ensure its safe release. It will also seek support from the IEA for the process. The Japanese government plans to strengthen monitoring of seawater quality and make every effort to prevent damage to local Fukushima industries.
"We have concluded [that] the release at sea is the only realistic solution," Suga said.
More than 1.2mn t of treated water is currently being stored in tanks at the plant site and contains traces of tritium. The radioactive water release will likely start within two years after operator Tokyo Electric Power (Tepco) obtains approval from the country's nuclear watchdog the Nuclear Regulation Authority (NRA) for its facility needed for the operation. Tepco earlier said it would run out of storage space for the water by late 2022.
A panel of experts last year recommended that the government release the water into the ocean following nearly eight years of discussions. The government has also continued hearings and discussions with the local fishing sector, which is still opposed to the water release on expectations that other countries may then toughen restrictions on imports of fishery products from Fukushima and its nearby areas. The tritium-tainted water is expected to be gradually released into the ocean over some decades until Fukushima Daiichi's 30-40-year decommissioning work ends.
The government said it will have Tepco compensate for any damage to local industries, adding to its ¥16 trillion ($145bn) clean-up and compensation payments following the 2011 Fukushima Daiichi nuclear power plant disaster.
Tokyo's decision comes more than 10 years after the Fukushima accident, as it aims to get the plant's decommissioning work back on a smooth track and regain public trust. The government is still coping with public opposition to restoring nuclear power, which is carbon-free, amid its 2050 decarbonisation goal. Nuclear accounted for just 6pc of Japan's power generation during the April 2019-March 2020 fiscal year, compared with a targeted 20-22pc for 2030.
Tepco recently drew renewed criticism over a safety breach at its Kashiwazaki-Kariwa nuclear power plant. This has further displeased the government, which owns a majority share in Tepco, and the NRA, clouding the complex's restart outlook.
The 8,212MW Kashiwazaki-Kariwa is Tepco's sole, and the world's biggest, nuclear power plant. It is key to consolidating the firm's financial position to fulfil the Fukushima clean-up and compensation payments.

Washington, 7 May (Argus) — The US is set to resume crude purchases for the US Strategic Petroleum Reserve (SPR), after calling off a planned 3mn bl refill last month following a rise in crude prices. The US Department of Energy (DOE) today said it plans to purchase up to 3.3mn bl of sour crude for delivery in October to the SPR's Big Hill storage site in Texas. The solicitation sets a maximum price of $79.99/bl for the offers, a slight increase from the $79/bl ceiling it used in the recent monthly purchases. The agency last month called off two pending solicitations that sought to buy 1.5mn bl/month for delivery to the SPR's Bayou Choctaw site in August and September, citing higher crude prices. The most recent SPR refill, nearly 2.8mn bl of sour crude for delivery in September, cost an average of $81.34/bl. DOE says it has has already purchased a total of 32.3mn bl at an average price of $76.98/bl, well below the average $95/bl it received from the sale of 180mn bl of crude from the SPR to respond to market turbulence after Russia invaded Ukraine in 2022. Energy secretary Jennifer Granholm told lawmakers last week that two out of four SPR sites were undergoing maintenance and would not be able to accept SPR deliveries until the end of the year. "We want to continue to fill it, and we will," Grahnolm said. The SPR held 367.2mn bl as of 3 May. Singapore, 7 May (Argus) — One of three trains at Australia's 15.6mn t/yr Gorgon export terminal will be off line for five weeks, operator Chevron told Argus on 7 May. The train has been off line since 30 April because of a mechanical fault in a turbine. Chevron's five-week shutdown expectation is slightly longer than the initially expected shutdown period of about 2-3 weeks, traders said. Each week of downtime on one train at Gorgon reduces the terminal's available liquefaction capacity by about 100,000t. The five-week shutdown is likely to reduce the terminal's production by about 5-8 cargoes, traders said. One standard-sized cargo is roughly equivalent to 60,000-70,000t of LNG. But overarching sentiment from market participants is that the impact on both prices and supply will be limited, as only one train is affected and there are ample cargoes for June and July. There will be a temporary spike in prices as affected buyers — if any — will have to secure prompt cargoes to replace lost LNG from Gorgon, keeping prices supported well above $10/mn Btu, traders said. The shutdown will have a greater impact on prices if repair works drag on for longer and affect summer deliveries, they added. The ANEA price, the Argus assessment for spot LNG deliveries to northeast Asia, for the first and second half June were assessed at $10.57/mn Btu and $10.58/mn Btu on 7 May, higher by 40¢/mn Btu from the previous day. First- and second-half July ANEA prices were assessed at $10.64/mn Btu and $10.66/mn Btu, up by 36¢/mn Btu/mn Btu from a day earlier. Chevron has rescheduled deliveries of some LNG cargoes for their Asian offtakers, according to some traders. Further details are unclear. Shell might have bought around 3-4 cargoes because of the shutdown at Gorgon, according to traders. It is not clear whether the cargoes are for June or July delivery. Some traders have offered both June- and July-delivery cargoes to Chevron but the firm has responded by saying that the shortfall can be managed by optimising its own portfolio, traders said. The Gorgon LNG joint venture is operated by Chevron with a 47pc stake, while ExxonMobil and Shell hold 25pc each. Sao Paulo, 6 May (Argus) — Brazil's Rio Grande do Sul state is facing power outages following record floods that killed more than 80 people and forced over 130,000 people out of their homes. The extreme weather took three substations, 25 transmission lines, five hydroelectric plants and 11 power transformers off line, according to grid operator ONS. In response, ONS started importing power from neighboring Uruguay and requested that the 250MW hybrid natural gas and diesel Canoas and 345MW coal-fired Pampa Sul power plants increase power generation. Earlier today, an estimated 435,000 consumers did not have electricity. The rains affected 341 of the 497 cities in the state, where the government declared a state of emergency in 336 municipalities. The government is working to re-establish power to the state as quickly as possible, the mines and energy ministry said in a social media post. The ministry also held an emergency meeting early yesterday and today to guarantee fuel supplies in the state . State capital Porto Alegre is expected to receive more rain later this week, according to Rio Grande do Sul-based weather forecaster MetSul. Metsul warned that parts of the Porto Alegre metropolitan area could remain uninhabitable for weeks or months. Brazil's airline association Abear said that the Salgado Filho international airport will remain closed indefinitely, after the airport's runway flooded.
