NZ's Z Energy to permanently shut biodiesel plant

New Zealand (NZ) fuel distributor Z Energy will permanently close its tallow-based Te Kora Hou biodiesel plant in south Auckland, deeming its production uneconomic compared with the global biofuels market.

Te Kora Hou had been scheduled to reach a capacity of 20mn litre/yr, but was mothballed in May 2020 before completion because of a steep hike in tallow feedstock and construction costs.

The New Zealand government's decision to launch an on-road biofuels obligation from April 2023 prompted Z Energy to consider reopening and making further investments in the plant. But a detailed economic and risk analysis showed domestic biodiesel production would be uneconomic compared with importing drop-in biofuels like hydro-treated vegetable oil and led to the final closure decision, according to Z chief executive Mike Bennetts.

"Z believes importing renewable diesel from the international market will be the most efficient and climate-friendly way to meet the obligation's emissions intensity reduction targets for the first 2-3 years of the obligation and make biofuel products available to the New Zealand market," Bennetts said.

Fuel wholesalers in New Zealand will be obliged to blend biofuels to cut the total greenhouse gas emissions of on-road liquid transport fuels supplied by 1.2pc in 2023, 2.4pc in 2024 and 3.5pc in 2025 compared with fossil fuel default values. Obligations for 2026-2030 will be confirmed by the country's cabinet in 2024.
