Clarity of EU mandates key for investment: Correction

Corrects volume of European HEFA SAF production by 2023 in the penultimate paragraph

It is crucial to achieve long-term clarity and certainty in the EU and UK sustainable aviation fuel (SAF) mandates to encourage investment and growth in the sector, delegates heard at Argus' biofuels conference today.

New SAF production plants take between three and five years to complete and come online, so those being developed today will not be ready by the time new mandates come into force in 2025. In order to encourage investment in new SAF production — which is needed to cater for fast-growing demand — long-term clarity in the mandates is crucial. This will ensure investors can plan ahead and, in turn, encourage more investment, the conference heard.

But the conference was told the EU's 'Fit for 55' package needs a "reality check", and that revision courses need to be implemented as the macroeconomic situation has changed since it was first proposed in July 2021. The Russian war on Ukraine has caused a steep rise in the cost of fossil jet fuel and the cost of running a refinery, adding to airline and supplier costs.

Accelerating rates of inflation are causing staff discontentment, and strikes have occurred in many SAF-adjacent industries, notably at airlines and refineries, which have significantly disrupted the aviation industry in a costly way. This has made the achievement of mandated targets more difficult for suppliers and for buyers, both from a financial and logistical perspective, it was indicated at the conference.

Pathway priorities

The conference heard that while new pathways are in the works, buyers and investors must focus on hydroprocessed esters and fatty acids (HEFA-SPK) SAF, as it is the only method that has scaled up enough to offer a prompt solution to the climate crisis.

While the market will come to rely on other pathways — most notably power-to-liquid (PtL) — HEFA SAF production in Europe will reach 837,000 t/yr by the end of 2023, making it the most up-scaled production pathway and the one airlines should focus on.

A major airline cautioned against hope that hydrogen aircraft will be the future saviour, saying the technology faces large, expensive challenges. With hydrogen three times the volume of jet fuel, much larger aircraft will be needed for the 80pc of air travel demand that is for long-haul flights.
