Singapore’s base oil exports edge up in November

Singapore's base oil exports recovered slightly in November as buyers sought supplies from the trading hub amid production cuts in the region.

Singapore exported 144,500t of base oil in November, up by 14pc from the previous month's 127,000t which marked the nation's lowest export levels in over two years.

Exports to southeast Asia held steady at 63,500t in November, comparable to export volumes of 63,700t the previous month and 55,900t in November 2021. The rising share of exports to the region, from 35pc of Singapore's total exports in November 2021 to 44pc in November 2022, reflects the region's comparatively robust economy. The region's proximity to Singapore also facilitated the arbitrage, despite freight rate volatility and limited vessel availability.

China's demand for base oils from Singapore also rose. Singapore base oil exports to China rose to 31,800t, 18pc higher than 26,800t last month, on the back of tighter domestic supplies as local refiners suspended or implemented production run cuts for annual tax inspections. But the country's recovery in demand is still in its early stages as total exports to China for January-November totalled 406,200t, compared to 517,600t in the same period last year.

Exports to India rose by 30pc from 15,800t the previous month to 20,600t in November. Singapore, a trading hub, was a viable source for spot supplies as producers trimmed supplies on the back of a plant closure in Japan and maintenances in Thailand and South Korea.

Shipments to Europe rose slightly with a shipment of 2,800t after it fell to zero in October. But this is still far below the three-year average of 33,100 t/month during 2017-2020. Singapore did not export any base oil to Europe for five consecutive months starting from May 2020, according to official customs data. That period coincided with widespread Covid-related lockdowns in Europe.

Singapore base oil exports to Australia declined further by 22pc from 12,900t in October to 10,000t in November. November levels remain below the five-year average of 12,400 t/month.
