Kuwait brings second phase of al-Zour refinery online

Kuwait's state-owned KPC has started operations at the second 205,000 b/d phase of its 615,000 b/d al-Zour refinery, project operator Kipic said today.

The first phase came online in November so the refinery's nameplate capacity is now 410,000 b/d, although actual throughput is likely to stay well below that as operations at the second phase gradually ramp up.

Sources had previously told Argus the second crude distillation unit (CDU) was scheduled to come online in the second quarter of this year.

Al-Zour started commercial operations at the end of 2022, when KPC offered a cargo of naphtha for November loading. Al-Zour has since offered and sold low-sulphur diesel, low-sulphur fuel oil (LSFO) and jet fuel cargoes.

Market participants expect the project's third and final stage to start commercial operations sometime in the fourth quarter, which would take Kuwait's refining capacity to 1.415mn b/d. Excluding al-Zour, Kuwait's refining capacity is 800,000 b/d, shared between the Mina Abdallah and Mina al-Ahmadi plants.

Al-Zour has been designed to process mostly heavy crudes, including from the Lower Fars project in northeast Kuwait. At full capacity the refinery will produce around 185,000 b/d of gasoil, 106,000 b/d of jet fuel and 36,000 b/d of naphtha, according to market sources. It will also produce around 225,000 b/d of very low-sulphur fuel oil (VLSFO).

The project has faced repeated setbacks, first because of technical and logistical issues with contractors, and more recently because of issues related to the Covid-19 pandemic. Kuwait had aimed to begin commissioning al-Zour in mid-2019 and have it fully operational by 2020.
