UAE approves national energy, hydrogen strategies

The UAE's government on 3 July approved an updated National Energy Strategy with the aim of tripling the country's renewable energy contribution over the next seven years through investing 150bn-200bn dirhams ($40.84bn–54.46bn) in the sector.

The UAE is targeting 14GW capacity of clean power by 2030, up from a current 9.2GW. The country is also doubling down on its hydrogen focus, and on 6 July approved its "National Hydrogen Strategy", which has recently "emerged as one of the most important types of clean energy," UAE's prime minister and ruler of Dubai Mohammed bin Rashid al-Maktoum said.

"The strategy aims to promote the UAE's position as a producer and exporter of low-emission hydrogen over the next eight years through the development of supply chains, the establishment of hydrogen oases and a national research and development centre," al-Maktoum said.

The country's hydrogen strategy aims to transform it into a global "top 10" hydrogen producer by 2031. The strategy will build on a preliminary roadmap that was published at the UN's COP 26 climate summit in 2021 and will revolve around 10 key elements. Among these are international collaboration, industrial growth, skills and education, green financing and infrastructure. The strategy expects to produce 14mn-22mn t/yr of hydrogen by 2050.

The announcements come a few months ahead of the UAE's hosting of the UN climate summit Cop 28 in November and December. The UAE drew sharp criticism from several climate activists for picking the Adnoc head, Sultan al-Jaber, to lead the climate talks.

The UAE, however, was the first Middle East country to adopt a Net Zero by 2050 Strategic Initiative, which aligns with the goals of the Paris Agreement. It also inked last November the US-UAE Partnership for Accelerating Clean Energy (PACE). The agreement targets $100bn of investment in energy transition projects and to deploy 100GW of clean energy in the two participant countries and in emerging economies by 2035.
