Rotterdam bunker sales down in 3Q, alternatives rise

Overall bunker fuel sales at the port of Rotterdam, Europe's largest marine refuelling hub, fell in the July-September quarter, as lagging global economic growth and geopolitical tensions limited shipping demand. But alternative fuel purchases rallied.

Third quarter sales of conventional bunker fuels slipped by 8pc on the quarter and by 11pc on the year to 2.26mn t.

Marine gasoil (MGO) purchases dropped by a fifth year on year to 235,000t, 8pc lower than in the previous quarter. Very low-sulphur fuel oil (VLSFO) sales fell by 18pc on the year and 11pc on the quarter to 811,000t.

Declining bunker sales have followed lacklustre shipping demand. Total throughput at the port dipped by 6pc year on year to 329.9mn t in the first nine months of 2023, caused by limited economic growth across the world. Geopolitical tensions have further weighed down shipping demand.

High sulphur fuel oil (HSFO) purchases fell from their second-quarter peak by 7pc to 790,000t in the July-September period. HSFO had attracted attention earlier in the year as a temporary cost-cutting tactic before carbon and fuel levies raise bunkering costs. This higher demand and limited availabilities had inverted scrubber spreads — the spread between delivered HSFO and VLSFO prices — in Europe.

But alternative fuels fared better. Bio-blended MGO purchases rose by 43pc on the quarter and more than doubled year on year to 14,400t. LNG sales rose by 53pc on the year and by 14pc on the quarter to 204,400t. Total bio-blended bunker purchases marginally edged down by 1pc on the quarter and by 5pc on the year to 183,000t.

Alternative fuels demand has been driven by the industry's drive to reduce greenhouse gas emissions. Upcoming carbon and fuel levies incentivise lower-emissions fuels technologies. A recent bunkering trial by KPI Ocean Connect measured a 42pc decrease in particulate matter and an 18pc reduction in CO2 emissions when using B30 rather than LSMGO when bunkering.

Increased focus on fuel and engine efficiency — until more widely available and affordable alternatives are found — could explain a drop in bio-blended HSFO purchases by 33pc on the quarter and 44pc on the year.
