EU allocates €100mn in ETS revenues to SAF for 2024

Airlines will receive a total of some €100mn-worth of EU emissions trading system (ETS) allowance revenues to support sustainable aviation fuel (SAF) use relating to their 2024 operations, the European Commission has confirmed.

The support, in the form of around 1.3mn EU ETS permits, is split across 53 operators. Spain has the highest number of beneficiary operators at 10, followed by eight in France, five in Sweden, four in Germany, three in both Malta and the Netherlands, two in Belgium, Denmark, Ireland, Italy, Luxembourg and Portugal, and one in Greece, Croatia, Latvia, Hungary, Austria, Poland, Romania and Finland.

The revised EU ETS directive allocated 20mn EU ETS allowances over 2024-30 to support SAF uptake, with revenues put towards covering either all or some of the price difference between fossil kerosene and SAF used for commercial flights covered by the EU ETS. The ETS covers all intra-European Economic Area flights, as well as flights departing the EU to Switzerland and the UK.

Aviation emissions from SAF are exempt from EU ETS compliance, as they are considered "zero rated" under the system.

The EU has introduced a SAF mandate requiring SAF to account for 2pc of jet fuel sales in 2025, rising to 6pc by 2030. EU diplomat for transport Noura Rouissi told an event in London earlier this month the commission is considering a possible double-sided auction mechanism to spur stalling projects for clean hydrogen-based SAF, to ensure enough fuel is available to fulfil the mandate in 2030.
