Japan’s Taiyo Oil to commission secondary units

Japanese refiner Taiyo Oil expects to start up a new residual fluid catalytic cracker (RFCC) this month, putting it well ahead of national targets to improve refiners' ability to turn fuel oil into higher value fuels.

Taiyo plans to commission the 25,000 b/d RFCC unit in late October at the firm's 120,000 b/d Kikuma refinery in Ehime prefecture. This will bring the company's cracking ratio against refining capacity to 21pc, well clear of the 13pc ratio targeted by Japan's government by 2013. Tokyo introduced new rules in July this year requiring all refiners to raise their RFCC or coking capacity against total crude refining capacity.

Japan's RFCC capacity stood around 10pc of the total 4.8mn b/d crude processing capacity as of 1 April this year. Any refiner whose cracking ratio is below 10pc of their total refining capacity will have to either upgrade or build a new cracking or coking unit, or shut part of their refining capacity to improve their ratio.

Taiyo as a standalone refinery is in a far better position than its rival Cosmo Oils and Tonen, which have several refineries across the country but have an overall cracking ratio of 4.5pc and 4.2pc respectively. Japanese refiners' current poor profitability is a deterrent to the heavy investment required to raise ratios to meet Tokyo's targets.

Taiyo is currently trialling a group of new secondary units along with the new RFCC, including a 12,500 b/d gasoline desulphuriser, along with 4,500 b/d propylene, 4,800 b/d alkylation and 8,000 b/d BTX units.

The estimated ¥50bn ($600mn) project is expected to add 10,000 b/d of gasoline output, 5,170 b/d of middle distillates, 100,000 t/yr of propylene and 50,000 t/yr of benzene or xylene. The start-up of these new secondary units is also expected to give Taiyo more options of what crude grades it can run at Kikuma.
