UK Stanlow refinery base oils closure imminent

London, 11 February (Argus) — London-listed Essar confirmed today that base oils production at the 246,000 b/d Stanlow refinery in the UK will cease completely in the “next couple of months.”

The closure of the unit, along with several other projects aimed at improving refinery margins, is expected to conclude in the early part of the 2013-2014 fiscal year, which begins in April.

The company announced its plans to close the units in mid-2012, and has since been producing only enough base oils to meet its contractual requirements with Shell, from which Essar purchased the refinery in 2011.

Essar's decision to close the 260,000 t/y capacity base oils unit at the refinery is part of an overall plan aimed at maximising refining margins and enabling it to use a more flexible slate of crudes. The company said that while lubricants only ever accounted for 2pc of refinery output, they determined as much as 25pc of the crude choice.

Margins for the type of Group 1 base oils produced at Stanlow are currently at three-year lows versus feedstock vacuum gasoil, as the industry struggles with overcapacity and a weak economy that is limiting demand for the lubricants they produce.
