Illinois lawmakers approve fertilizer plant incentives

Houston, 3 June (Argus) — A bill with about $35mn in incentives to be offered to Cronus Chemicals to build a $1.2bn anhydrous ammonia and granular urea fertilizer plant in Illinois passed the state's House of Representatives and Senate late last week, and is now awaiting the approval of Illinois governor Pat Quinn.

The package, to be offered to Cronus to build a plant in Tuscola, passed the House of Representatives with 81 votes 30 May and the Senate with 38 votes on 31 May, the last day of the spring legislative session.

Quinn will likely make decision on whether to sign or veto the bill in the next month, his office said. The governor is expected to sign the bill into law, Illinois state representative Adam Brown said.

Illinois is vying with Iowa for the plant, and lawmakers there are also considering $35mn worth of incentives. Delaware-based Cronus has not indicated whether it will build the plant in Tuscola or in Mitchell County, Iowa, and expects to make a siting decision in June.

Regardless of location, natural gas will be used as the feedstock for the plant, which is estimated to produce more than 1mn t/yr (1.1mn st/yr) of granular urea. The company wants to start construction before the end of the year.
