India plans power grid to offset coal shortages

India has sanctioned a 47.5bn rupees ($780mn) electricity transmission project centred on the country's northeast Arunachal Pradesh and Sikkim states, aiming to harness their hydropower resources and offset coal-fired generation shortages elsewhere in the country.

Only five out of 20 districts of Arunachal Pradesh are connected to 132/220kV transmission networks, with a 33kV system providing the backbone of power distribution over an 84,000km² area that is sparsely populated. The distribution system in Sikkim relies on a 66Kv network.

Indian state-controlled transmission firm Power Grid will by 2020 build 31 new 132kV substations, 14 substations for 66/11kV, 2,035km of transmission lines servicing the 132/220kV networks and 2,204km of transmission lines for 33/66kV.

India's ageing power transport grid, coupled with low coal stocks, has created a power crisis with blackouts across northern and western India as demand in the industrialised, urban belts exceeds supplies. The proposed transmission infrastructure in northeast India aims to transmit surplus electricity to these deficient areas.

Falling stocks at 100 monitored coal-fired plants now see 53 plants having less than seven days of coal supplies, or a critical level, as of 10 September. Of these, 30 have less than four days, which is considered a super critical level. This compares with 48 plants at critical and 24 at super critical levels on 13 August.
