Global coal market strength boosts NE Asia prices
South Korean delivered coal prices continued to rise on the back of strength in the global market, but the pace of the increase has slowed amid the Chuseok holidays or Korean thanksgiving.
Argus assessed NAR 5,800 kcal/kg coal prices at $148.14/t fob Newcastle and $175.31/t cfr South Korea this week, up by $4.21/t and $3.31/t on the week, respectively. By comparison, prices rose by $4.34/t and $7.52/t on 17 September.
Freight rates across the Asia-Pacific region also firmed this week, with the Capesize rate between Australia's Newcastle port and Zhoushan, China, gaining by another $3.70/t on the week to a $27.15/t average during 20-23 September. The equivalent rate between east Australia and South Korea remained above $22/t during 20-23 September at a $22.64/t average, compared with a $22.04/t average during the same days last week and $11.20/t a year earlier.
South Korean state-owned utility Korea Western Power (Kowepo) closed a five-year term tender today, seeking a combined total of around 2.8mn t of NAR 4,200-6,000 kcal/kg coal during January 2022-December 2026.
The tender requests two cargoes in a lot of 155,000t to be shipped during the first quarter of next year. The full result of this tender was not heard by the time of writing, but a Switzerland-based trading company was reportedly awarded a Capesize cargo of NAR 5,000 kcal/kg Australian coal at $125/t fob Gladstone on a NAR 6,080 kcal/kg basis for January-March 2022. Kowepo reserves the right to change the cargo size to two Panamax shipments, two months prior to the loading date.
On the coal demand side, firmer nuclear availability combined with unseasonably warm weather across the peninsula has encouraged state-owned Kepco utilities to increase their voluntary restrictions across the coal fleet this week.
Temperatures in South Korea's capital city Seoul are forecast to soar above the seasonal norm during the next fortnight, by as much as 2.66°C, according to Speedwell Weather data. Warmer weather has hampered South Korean power demand since mid-September, with average peak power demand decreasing by more than 3GW on the year to 63.9GW during 20-23 September (see chart).
But South Korea's nuclear availability is scheduled to average 17GW during this month, compared with an actual output of 12.9GW in September last year, which will further weigh on fuels demand.
The latest maintenance schedule published by the Korea Power Exchange (KPX) shows that voluntary restrictions are scheduled to average 3.56GW this month, up from a 3.18GW average based on last week's schedule. Kepco also plans to voluntarily idle 4.92GW of coal-fired capacity in October, with 6.1GW due to be unavailable in total next month based on the latest schedule.
Kepco's overall coal availability is currently scheduled to average 25.71GW and 22.61GW in September and October, respectively, down by more than 5.3GW on the year each month.
Warm forecast weighs on Japanese demand outlook
Japan-landed coal costs rose this week, as the tight domestic supply situation in China and a firm winter outlook in Europe continued to bolster regional fob prices.
But the outlook for fossil fuel-fired power generation this autumn and early winter is still soft, as nearly all of Japan's restarted nuclear reactors are currently available and with unseasonably mild conditions forecast for the month ahead.
Japanese nuclear generation is likely to have peaked at around 9GW in both August and September, up from 4.2GW a year earlier, thanks to the restart of the Mihama 3 reactor and lighter maintenance across the rest of the fleet.
Availability will ease slightly for October-January, but is still expected to be nearly 6GW higher, on average, compared with the same period last winter.
The additional nuclear availability could be compounded by softer power demand in the short term, with the Japan Meteorological Agency saying there is a 60-70pc chance of above-average temperatures across most of the country in the month to 24 October.
Japan is still fighting rising Covid-19 infections, although new daily cases have been gradually falling in line with increased vaccination rates. New daily cases averaged 4,878 in the past week compared with more than 20,000 earlier this month. This may result in the end of the country's extended state of emergency on 30 September.
Any lull in power sector consumption of fossil fuels could be particularly weak for coal demand, as rising spot prices continue to erode the fuel's competitive advantage over utilities' oil-linked LNG term supply. Japanese LNG imports have grown more strongly than coal this year and stocks are now well ahead of 2020, creating additional flexibility to ramp up gas-fired generation ahead of coal this winter.
Japan's LNG stocks were around 2.5mn t as of 15 September, slightly up from the end of August, according to the latest survey by the country's trade and industry ministry. Stocks at the end of August stood at around 2.43mn t, up by 25pc from a low of 1.94mn t at the end of May. August inventories were 52pc higher than the 1.6mn t held a year earlier and 42pc higher compared with the four-year seasonal average of 1.71mn t for the end of August.

Manila, 24 April (Argus) — Early decommissioning of coal-fired power plants in the Philippines has advanced with utility Ayala Energy's 246MW South Luzon Thermal Energy eligible for the US-based Rockefeller Foundation's coal to clean credit initiative (CCCI). The Rockefeller Foundation is a non-profit philanthropic group that creates and implements programmes in partnership with the private sector across different industries aimed at reversing climate change. Ayala has been working with the foundation to further shorten South Luzon's operating life from an original decommissioning date of 2040 to 2030. Doing so could result in the reduction of up to 19mn t of carbon emissions, Ayala said. An assessment by the Rocky Mountain Institute, the technical partner of the foundation for its energy-related projects, found that an early retirement date of 2030 instead of the original retirement date of 2040 could yield positive financial, social and climate outcomes. But decommissioning by this date will require carbon finance. Carbon financing will need to cover costs associated with the early retirement of the power plant's power supply contract, costs associated with 100pc clean replacement of the plant's power generation, plant decommissioning and transition support for workers affected by the plant's early closure, Ayala said. Ayala's listed arm ACEN welcomed the plant's eligibility for the CCCI programme, as its retirement is part of the company's goal to have its power generation portfolio composed solely of 100pc renewable sources by 2025. The Philippines' Department of Energy (DOE) said if successful, the pilot programme could serve as a basis for the development of other early retirement efforts as part of the country's plan to reduce carbon emissions. The DOE is seeking the early decommissioning of coal-fired power plants older than 20 years with a combined total capacity of 3.8GW by 2050, as part of the Philippines' transition to clean energy. Houston, 23 April (Argus) — The Energy Transition Accelerator (ETA), a global initiative to use voluntary carbon market revenue to speed the decarbonization of developing countries' power sectors, has missed its planned Earth Day launch but continues to prepare for doing business. At the Cop 28 climate conference in Dubai last year, the initiative's leaders said they hoped to formally launch the program on 22 April 2024 . That didn't happen, but the program's leaders last week announced that the US climate think tank Center for Climate and Energy Solutions will serve as the ETA's new secretariat and that former US special presidential envoy for climate John Kerry will serve as the honorary chair of an eight-member senior consultative group that will advise the ETA's design and operations. The ETA plans to spend 2024 "building" on a framework for crediting projects they released last year. ETA leaders said the initiative could ultimately generate tens of billions of dollars in finances through 2035. The ETA also said the Dominican Republic had formed a government working group to "guide its engagement" as a potential pilot country for investments and that the Philippines would formally participate as an "observer country" rather than as a direct participant immediately. The ETA is still engaging Chile and Nigeria as potential pilot countries too, the initiative told Argus . The ETA is being developed by the US State Department, the Rockefeller Foundation, and the Bezos Earth Fund and would be funded with money from the voluntary carbon market. The initiative's ultimate goal is to allow corporate and government offset buyers to help developing countries decarbonize their power sectors through large projects that accelerate the retirement of coal-fired power plants and build new renewable generation. As of now, the ETA's timeline for future changes and negotiations with countries and companies is unclear. The program's goals are ambitious, especially at a time when scrutiny of some voluntary carbon market projects from environmentalists has weighed on corporate offset demand. New York, 22 April (Argus) — A third temporary shipping channel has opened at the Port of Baltimore to allow more vessel traffic around the collapsed Francis Scott Key Bridge. Located on the northeast side of the main channel, the new passage has a controlling depth of 20-ft, a 300-ft horizontal clearance, and a vertical clearance of 135-ft. When combined with two other temporary channels opened earlier this month the port should be able to handle "... approximately 15 percent of pre-collapse commercial activity," said David O'Connell, the federal on-scene coordinator. The main shipping channel of the Port of Baltimore — a key conduit for US vehicle imports and coal exports — is expected to be reopened by the end of May, the Maryland Port Administration said earlier this month. The bridge collapsed into the water late last month when the 116,851dwt container ship Dali lost power and crashed into one of its support columns. Salvage teams have been working ever since to remove debris from the water and containers from the ship in order to clear the main channel. Sydney, 19 April (Argus) — Australian coal miner Whitehaven reported higher production but lower sales in January-March, with the firm increasing its percentage of high-grade thermal coal sales from the previous quarter. Saleable coal volumes rose by 8pc on the year to 3.9mn t but managed coal sales fell by 7pc to 3.8mn t compared to a year earlier. Sales were 83pc high-grade thermal, higher than 72pc in October-December and 68pc a year earlier. Whitehaven said run-of-mine production at Narrabri was below expectations because of the current panel's geological challenges, leading to reliability and maintenance problems with equipment. Whitehaven's overall sales guidance for the 2023-24 fiscal year remains unchanged at 16mn-17.5mn t for 2023-24 with a unit cost guidance, excluding royalties, of A$103-113/t ($66-$72/t) which the firm said is tracking at the top end. This is because of lower output from Narrabri, which is tracking below its output guidance of 5.1mn-5.7mn t for the fiscal year to 30 June. Whitehaven finalised takeovers of Australian-Japanese joint venture BHP Mitsubishi Alliance's (BMA) 12mn t/yr Blackwater and 4mn t/yr Daunia coking and thermal coal mine in Queensland on 2 April, with initial sales and production data to be reported in its April-June production report. The two mines are anticipated to deliver 4.5mn-5mn t run-of-mine output in April-June, with Whitehaven's revenue breakdown to be 70pc metallurgical and 30pc thermal on an annual basis post-acquisition as it seeks to pivot toward coking coal. Blackwater and Daunia contributed 10.11mn t and 4mn t respectively to BMA's total output in 2023. Whitehaven plans to sell down a 20pc stake in Blackwater to global steel producers, with a process presently underway. Whitehaven views the high calorific value (CV) thermal coal market as well supported in its key Asian markets, and said tightening of sanctions on Russian exporters is containing global supply. India's continuing growth is driving demand and underpinning price sentiment, Whitehaven said, despite a softening in metallurgical coal prices during the quarter .
