Mexico's economy ministry today upheld a complaint filed by domestic steelmaker Ahmsa on 19 July 2017 related to steel plate dumping by Italian and Japanese companies.
The ministry imposed tariffs of $0.023/kg for imports from Italy and $0.236/kg for imports from Japan by comparing the market value of the steel with the export prices.
The only company not to be affected by the new tariffs is Marcegaglia, whose export price was deemed to be in line with market value.
Importers investigated were one German company (Andritz Hydro), two Japanese firms (Marubeni Itochu and Mitsui) and six Mexican companies (Aceros Fercom, Grupo Acerero, Serviacero Especiales, Transformadora Industrial Metalica, Trans Welding Heat and Treatment Process, and Tubacero)
Affected exporters are Ferriera Valsider, Marcegaglia, Metinvest, JFE Steel, Kobe Steel, and Nippon Steel and Sumitomo Metal.
The following were deemed exceptions to the tariff:
- Steel plate of thickness greater than 120 inches, regardless of standard or grade.
- Steel plate manufactured under API 5L X-70 standard, of thickness greater than 120 inches with a Charpy impact test of less than 10 degrees Celsius, DWTT proof test of less than 10 degrees Celsius and an LE/UT relationship of less than 0.90.
- Tempered or annealed steel plate (abrasion-resistant, high resistance to traction) regardless of standard, thickness or density.
- Standard sheet steel plate with thickness of more than 2 inches regardless of the standard.
- Steel plate with thickness greater than 2 inches with a vacuum degassed certificate or with an internal guarantee of quality.
