Two Russian steel billet cargoes sold to China

Two Russian-origin billet cargoes have been sold to China this week, as Russian mills capitalise on an open arbitrage and lower freight rates, amid slowing southeast Asian import demand.

The two Russian billet cargoes sold to China this week, compares with only one other cargo sold to the country this summer from Russia and the wider CIS region. Chinese demand increased significantly on 23 September, when news of production restrictions in key steelmaking cities Hebei, Shandong and Tianjin drove Chinese futures prices higher.

This week, a 50,000t billet cargo was booked for delivery to China from Russia's far east at around $400/t cfr, netting back to around $385/t fob. The other 50,000t cargo sold to China was confirmed as CIS billet.

The Argus daily Black Sea billet assessment of $356/t fob demonstrates the higher margin sellers can achieve with shipments to China from Russian far east ports, especially considering Black Sea freight rates.

One sale of Iranian billet to China was confirmed this week, at $360/t fob Imam Khomeini. But with freight rates at a minimum $40-45/t — Iranian exporters are often required to offer shipbrokers almost double standard rates — supply from Russian far east ports should be able to undercut Iranian prices, while also providing prompt delivery.

China's Tangshan ex-works billet price was 3,320 yuan/t ($466.20/t) today.
