India steel mills need to lift rural sales: Minister

Indian steelmakers must focus on developing steel products that serve the needs of the rural population if they are to increase steel consumption and spur long-term growth in the sector, said steel minister Dharmendra Pradhan.

Indian mills need to create low-cost, high-quality products for rural consumers, such as cooking gas stoves and cylinders, irrigation pipelines and affordable rural housing, Pradhan said at the Indian Steel Association conference in Delhi.

Low demand for steel products in rural areas has slowed demand growth. Indian steel demand is around 90mn-100mn t/yr, just a tenth of China's consumption.

Energy infrastructure projects will add to steel demand, said Pradhan, who is also oil and natural gas minister. Infrastructure projects such as refineries and energy pipelines worth 100bn rupees ($1.4bn) are under construction, he said.

Delhi is seeking to dilute its equity holdings in state-controlled steel companies to improve their financial performance and increase professionalism. Sail and Vizag Steel are the country's two large state-run steel producers.

Sail is selling its special alloy steel plants in the eastern state of West Bengal and southern states of Tamil Nadu and Karnataka. The plants have total finished steel capacity of about 550,000 t/yr.

India's crude steel output increased by 1.2pc from a year earlier to 64.1mn t in April-October, the first seven months of the country's financial year, while consumption increased by 4.2pc to 59.23mn t, according to the latest steel ministry estimates.

State-controlled mills had just an 18.6pc share of total production in the period, with output at these mills dropping by 1.7pc from a year earlier to 11.94mn t.

"The only way to increase steel demand is to move into people's households," said Sajjan Jindal, chairman at India's biggest private-sector mill JSW Steel. Steel mills should promote the use of steel in furniture and household goods and not just focus on high-profile sectors such as automobiles, he said at the conference.

Indian mills should also require foreign manufacturers of equipment for the steel sector — such as blast furnaces and steel melting shops — to set up manufacturing units in India. "We have to insist that if equipment manufacturers want orders from India, they have to manufacture in India," Jindal said.
