Zoning restrictions could slow German solar growth

Germany's solar photovoltaic (PV) boom could be at risk unless zoning restrictions are loosened, according to renewable energy associations.

Germany's large-scale PV sector is soon likely to face the same obstacles to growth as the country's struggling onshore wind sector, the president of German wind association BWE, Hermann Albers, said.

"We've seen that many investors have switched from onshore wind to the slightly ‘easier' photovoltaic sector," Albers said. But in the coming years, large-scale solar PV developers are likely to face the same hurdles as onshore wind projects — namely insufficient designated areas resulting from the lack of political support in land-use planning, he added.

Too often, these areas are chosen following a protracted process, only to end up being rejected in the wake of objections from nature conservationists, the armed forces or the weather service, Albers said.

His comments were echoed by German solar association BSW's managing director, Casten Konig. "The current area restrictions... must be loosened, as they come from a time when [politicians] wanted to slow the expansion of solar PV to protect other interests, and when solar PV was far from being the cheapest onshore power source," Konig said. "These times should be over."

Konig said that so far there has been no serious shortage in allocations of areas for solar PV. "Neither do we expect a comparable bottleneck to that seen in the onshore wind sector. This is because ground-mounted photovoltaic plants enjoy broader acceptance due to their lower profile in the landscape. In addition, only a fraction of the suitable area on buildings has been used for rooftop solar PV," Konig said, adding that development of new floating installations or sites on agricultural land will reduce the demands on other types of land for installations.

There is widespread support for solar PV's expansion, and the planning process for ground-mounted installations needs to be stringent, according to Robert Busch, managing director at German energy innovators association BNE. To ensure this acceptance continues, he said, there should be gains for biodiversity and for citizens — for example, by giving local municipalities a cut of solar parks' revenue.
