Oferta de Cbios supera meta para 2021

A pouco menos de três meses para o fim do ano, a soma de créditos de descarbonização, os CBios, à venda na B3 já ultrapassou a meta estabelecida pela Política Nacional de Biocombustíveis (RenovaBio) para 2021.

Os produtores de biocombustíveis emitiram 21 milhões de Cbios até então, segundo dados da Agência Nacional do Petróleo, Gás Natural e Biocombustíveis (ANP). Somando a esse número a quantidade de créditos emitidos e não aposentados em 2020, o estoque já ultrapassa a meta de 25,22 milhões de Cbios definida para 2021.

Até agora, as distribuidoras de combustíveis já adquiriram cerca de 13 milhões de Cbios, mais da metade dos créditos disponíveis na B3.

Cada crédito equivale à remoção de uma tonelada de CO2 da atmosfera por meio da substituição de combustíveis fósseis por biocombustíveis. Os produtores emitem voluntariamente Cbios com base na classificação de eficiência energética e sustentabilidade ambiental do volume de biocombustíveis vendidos.

O Brasil lançou o Renovabio em 2016 para estabelecer metas nacionais anuais de descarbonização para o setor de combustíveis, que são divididas em metas individuais obrigatórias para as distribuidoras de combustíveis. Para cumpri-las, as distribuidoras de combustíveis precisam "aposentar" os Cbios adquiridos na Bolsa de Valores.

Houston, 7 May (Argus) — An effort by eight US midcontinent states to start selling 15pc ethanol (E15) gasoline blends year-round starting in 2025 remains unlikely, according to US fuel retailer trade association NATSO. The US approved last month the request from Illinois, Iowa, Minnesota, Missouri, Nebraska, Ohio, South Dakota and Wisconsin for year-round E15 gasoline sales starting next year. But even with that approval there are many barriers to making those sales a reality, said David Fialkov vice president of government affairs for NATSO, which represents truck stops and travel center operators. This includes a lack of investment from pipelines and refiners to prepare for the changes, as well as the higher costs of separating and selling different gasoline specifications at the retail level. "I remain pessimistic that it will come to fruition," Fialkov said Tuesday at a conference held by fuel retail industry group SIGMA in Austin, Texas. Political pressure to delay or abate the change in the midcontinent states will probably continue until refiners, pipeline companies and retailers begin to make the investments necessary, said Fialkov. E15 has been available for sale across the US since 2019, but a federal court in 2021 found that the Clean Air Act offers a fuel volatility waiver to refiners to produce only 10pc ethanol gasoline. The Environmental Protection Agency (EPA) has worked around this ruling for the last two summers by issuing temporary emergency orders allowing the sale of E15 because of the war in Ukraine's squeeze on crude prices. A group of midcontinent refiners has petitioned the EPA to delay implementation of the E15 rule until the summer of 2026. The EPA has not yet ruled on the request. Fialkov said a legislative solution to the issue at the federal level would provide a clear and uniform pathway to E15, as opposed to the the EPA's rule which leaves some states still relying on the waiver and others opting to go with year-round E15. EPA sets new oil and gas methane reporting rules

Washington, 7 May (Argus) — Federal regulators have updated emissions reporting requirements for oil and gas facilities as they prepare to implement a methane "waste" fee for the industry. The US Environmental Protection Agency (EPA) on Monday finalized new rules it says will improve the accuracy of data from the oil and gas sector under the federal greenhouse gas emissions reporting program. Oil and gas facility owners and operators will be required to estimate emissions from additional types of equipment under the rule, and they can draw on newer technologies, like remote sensing, to help estimate emissions. "EPA is applying the latest tools, cutting edge technology, and expertise to track and measure methane emissions from the oil and gas industry," agency administrator Michael Regan said. "Together, a combination of strong standards, good monitoring and reporting, and historic investments to cut methane pollution will ensure the US leads in the global transition to a clean energy economy." Data to support new fee The revisions to the "Subpart W" reporting requirements will be used to determine the amount of methane that will be subject to a "waste emissions charge" created by the Inflation Reduction Act. Under the law, the charge will be calculated based on the annual data that about 8,000 oil and gas sources are now required to report. The charge will begin at $900/t for 2024 methane emissions above a minimum threshold using current measurement data. It will then rise to $1,200/t in 2025 and $1,500/t in subsequent years. Industry officials had raised "serious concerns" about several aspects of the original proposal , warning it could lead to inflated emissions data. "We are reviewing the final rule and will work with Congress and the administration as we continue to reduce GHG emissions while producing the energy the world needs," American Petroleum Institute vice president of corporate policy Aaron Padilla said. The industry group previously said it will ask Congress to repeal the fee, which is only likely to occur if Republicans win control of the White House. Data collected since 2010 Oil and gas facilities have reported emissions under Subpart W since 2010. To simplify reporting, operators often count the equipment they have deployed, and use industry-wide averages to estimate emissions, in addition to other direct and indirect measurements. The industry has argued the Subpart W data is not accurate enough to collect the methane charge, which is expected to cost operators more than $6bn over the next decade. Environmental groups have had their own criticisms of the data, which they say omits vast amounts of emissions such as those from "super-emitter" events and poorly maintained flares. The final rule seeks to respond to some of those concerns by relying on updated emission factors, incorporating additional empirical data on emission rates, collecting data at a more granular level and relying on remote sensing technologies to detect large emission events. EPA also revised Subpart W to include more types of sources, including produced water tanks, nitrogen removal units and crankcase venting. The final rule also sets a threshold of 100 kg/hr of methane for requiring the reporting of emissions from "other large release events." The new data rules will take effect on 1 January 2025 and will first apply to reports submitted in early 2026 for next year's emissions. EPA is allowing the use of the new methodologies for calculating 2024 emissions, but operators can still use the existing rules. Sao Paulo, 6 May (Argus) — A Agência Nacional do Petróleo, Gás Natural e Biocombustíveis (ANP) diminuiu, temporariamente, a mistura obrigatória de etanol e biodiesel no Rio Grande do Sul por 30 dias, a partir de 3 de maio, em meio a enchentes catastróficas no estado. O mix de etanol anidro na gasolina caiu dos atuais 27pc para 21pc, enquanto o do biodiesel no diesel S10 está agora em 2pc, queda em relação à porcentagem vigente de 14pc. Também de forma temporária, a agência suspendeu a necessidade de mistura para o diesel S500. A ANP informou que pode revisar os prazos da medida dependendo das condições de abastecimento no estado. As chuvas no Rio Grande do Sul bloquearam rodovias e ferrovias que transportam os biocombustíveis para centros de distribuição, como Esteio e Canoas. O fornecimento de combustíveis fósseis pela ligação dutoviária da refinaria Alberto Pasqualini (Refap) às outras bases de distribuição do entorno não foi comprometido, afirmou a ANP. As enchentes no estado já deixaram pelo menos 83 mortos e 111 desaparecidos, de acordo com o governo local. Mais de 23.000 pessoas tiveram que deixar suas casas e cerca de 330 cidades estão em situação de calamidade pública. Sao Paulo, 6 May (Argus) — Brazil's oil regulator ANP temporarily decreased the mandatory mix of ethanol and biodiesel in fuels in Rio Grande do Sul state for 30 days, starting on 3 May, amid floods in the region. The anhydrous ethanol blend on gasoline was lowered to 21pc from the current 27pc, while the mandatory biodiesel mix for 10ppm (S10) diesel is now at 2pc, down from the usual 14pc. The agency also temporarily suspended the blending mandate for diesel with 500ppm of sulfur (S500). ANP said it can revise deadlines depending on supply conditions in the state. Rainfall in Rio Grande do Sul blocked railways and highways where biofuels are transported to retail hubs, such as Esteio and Canoas. Supply of fossil fuels via pipeline from the 201,000 b/d Alberto Pasqualini refinery (Refap), in Canoas, and other retail bases has not been compromised, ANP said. Floods in Rio Grande do Sul have left at least 83 dead and 111 missing, according to the state government. More than 23,000 people have been forced from of their homes amid widespread damage. Neste inks deal to supply SAF to Singapore's SIA, Scoot

Singapore, 6 May (Argus) — Finnish biofuels producer Neste has signed an agreement to supply 1,000t of neat sustainable aviation fuel (SAF) from its Singapore refinery to Singapore Airlines (SIA) and Scoot. The blended jet fuel will be delivered from Neste's Singapore refinery to Changi Airport's fuel hydrant system in two batches, once in this year's second quarter and the next in the fourth quarter. The delivered fuel will be a blend of neat SAF, which is made from renewable waste and residue raw materials, and conventional jet fuel. But the exact ratio of the two remains undisclosed. Neste's Singapore facility has a production capacity of 1mn t/yr of SAF, making it the world's largest SAF plant, according to Neste. The firm completed an expansion of its refinery in May 2023 . Neste is also the only company in Singapore producing SAF after Shell scrapped plans to set up a biofuel refinery in the city-state . The delivery from Neste's Singapore refinery to Changi Airport's fuel hydrant system cements the firm's end-to-end SAF supply chain capabilities in the country. Neste is also a minority shareholder at Changi Airport's fuel storage and infrastructure joint venture Changi Airport Fuel Hydrant Installation, to offer blended SAF directly to airlines at the airport. The SIA group aims to use a minimum of 5pc of SAF in its total fuel uplift by 2030, according to the group's chief sustainability officer Lee Wen Fen. This comes as Singapore mandates a 1pc SAF use for flights departing from Singapore from 2026, alongside a SAF levy, in their sustainable airhub blueprint on 19 February. The mandate is projected to rise to 3-5pc by 2030, subject to global developments and wider SAF availability and adoption, according to the blueprint. SIA to offer BCUs SIA will also offer 1,000 SAF book and claim units (BCUs) for purchase by its corporate customers starting from May, with each BCU representing 1t of neat SAF with its associated CO2 reduction benefit. This allows corporate travellers, shippers, and freight forwarders to claim the associated environmental benefits for flights related to their business travel and operations under the Roundtable on Sustainable Biomaterials (RSB) book and claim system, to ensure traceability and credibility of the transactions.
