Ukraine's Naftogaz wins last tender for Moldovan supply

Ukrainian state-owned Naftogaz and an unnamed firm won the last of a series of emergency tenders to supply gas to Moldovan state-owned Energocom.

The Ukrainian firm will supply Energocom with 500,000m³ tomorrow, at a price determined by the TTF day-ahead midpoint as assessed by Argus.

Moldova's government gave Energocom permission to issue tenders to supply state-owned Moldovagaz with 5mn m³ of operational gas. Poland's state-owned PGNiG and Ukrainian private-sector Eru won the first tender, for 1mn m³. Trading firm Vitol won the second tender, for 1mn m³, and DXT and PGNiG won the third, for 1.5mn m³. The final round was for 1.5mn m³ — about 15.9GWh according to Energocom — although Naftogaz was only awarded 500,000m³.

The Moldovan government declared a 30-day state of emergency on 22 October because of gas shortages, as supply delivered under the existing contract with Russian state-controlled Gazprom only partly met October demand. Just 67pc of the gas needed for October was provided under the contract, resulting in a cumulative deficit of 16mn m³ for the month and reducing pressure in the transmission network, prime minister Natalia Gavrilita said at the time.

And the contract is set to expire at the end of this month, after a one-month extension. This could result in much higher gas needs than in Energocom's recent tenders, unless a new contract is signed.

Gazprom, Moldovagaz and Moldovan government representatives met yesterday in St Petersburg to discuss the contract, but did not reach agreement. A Gazprom representative has said that the company could completely stop supplies to Moldova if it does not repay its debt of $433mn, in addition to $276mn for the delay in payments.

Energocom had also separately signed a contract with Naftogaz, under which gas will be supplied at market prices to Moldova as needed. Ukrainian system operator GTSOU had additionally allocated over 15mn m³ of its operational balancing gas to Moldovan operator Moldovatransgaz, which will be delivered in the coming months until Moldova is able to meet demand. Moldovatransgaz said Ukraine has offered to provide Moldova with a gas loan to help balance the transmission system until 31 October.

Moldova's aggregate imports have slowed this month (see graph).

Some 5.59 GWh/d was sent to Moldova from Romania at the recently expanded Iasi-Ungheni border point on three separate days this month. But there were no deliveries on any other days in October, with the most recent deliveries on 23 October. And none was sent along the Trans-Balkan Pipeline (TBP) from Romania.
