Conexus amends congestion priority rules for Incukalns

Latvian storage operator Conexus Baltic Grid has amended Incukalns' congestion rules in order to clarify them and ensure prioritisation of flows from Klaipeda and the Gas Interconnector Poland-Lithuania "to the maximum extent possible", it said.

Conexus in September launched a consultation on these proposed changes, but said it would require further clarification in the future.

The amendments stipulate that priority will only be granted on days when there are nominations submitted at the Luhamaa entry point on the Russian border, where there have been no flows since 19 October.

And when the priority requirement exceeds the amount of gas available for injection on a gas day, the storage injection volumes are allocated according to the congestion management principles of the storage use rules, instead of the priority amount requested in the system users' applications.

Lastly, priority is allocated between one year and two-year grouped capacity products if more than one grouped capacity product is available to the system user, as this clarifies the priority allocation procedure, Conexus said.

The amended capacity allocation procedure will be valid until the end of this year and came into force on 10 November.

Conexus previously made several changes to the congestion management system in late March as part of Conexus' response to Latvia issuing an early warning in the gas sector.

Conexus consults on banning Russian gas

Following Latvia's decision to ban Russian gas imports from the start of 2023, Conexus has opened a consultation on amending the transmission system's terms of use to ensure the prohibition of Russian gas entering the system.

Latvia is part of the FinEstLat regional market zone, meaning Conexus must also consult with Estonia and Finland about these changes. Not only the relevant transmission system operators, but also their market regulators, will need to agree to the change. This is unlikely to meet resistance, as Estonia has also banned Russian gas and LNG imports from January 2023, and Finland was cut off by Gazprom in May.

Comments can be submitted to Conexus until 18 November, and the amendments will enter into force 30 days after the regulators approve them, but until this point the current terms of use will still apply.
